Scope of Work: The scope of work comprises the Provision of Oil Testing & Analysis for Rotating and Electrical (Transformer) Equipment installed at Company Premises on an as and when required basis. This Service shall be carried out by the experienced and professional contractor utilizing Contractor Resources at the Contractor premises.

CONTRACTOR TECHNICAL CAPABILITIES
Contractor must have below technical capabilities. If contractor failed to provide documentary evidence for these capabilities, he will not be considered for evaluation irrespective for their commercial quote.

Bidder shall have minimum three (3) years of experience in the last ten (10) Years for Oil / Chemical Testing, as per the requirements of this RFP. These services shall have been provided directly by your company and not by a subcontractor.
Documentary evidence shall be provided to substantiate above requirement, and bidder shall submit required information.

The Bidder Shall be capable of performing following Oil Test and Analysis according to following mentioned Standard Test Method or a similar internationally recognized standard Test Method and their facility shall be equipped with required Testing Apparatus and must be located in Bahrain.

1. Density of Petroleum Product @ 15.5 Deg C: ASTM D1217
2. Viscosity @ 40 Deg C : ASTM D 445
3. Viscosity @ 100 Deg C : ASTM D 445
4. Viscosity Index : ASTM D 2270
5. Water Content : ASTM D 6304A
6. Total Acid Number: ASTM D 664 / IEC 62021-1
7. Particle Counts: ISO 4406
8. Wear Metal: ICP-AES
9. Degree of Polymerization
10. Dissolved Gas Analysis (DGA):IEC 60567
11. Furanic Compounds: IEC 61198
12. Moisture Content: IEC 60814
13. Polychlorinated Biphenyl (PCB): IEC 61619
Documentary evidence shall be submitted to prove availability of the above facilities in Bahrain or in process of establishing required facilities or will be established post award of the contract. In case bidder is in process of establishing facilities or will be established post award of the contract then they must prove availability of the facility where they are currently located.
Also, documentary evidence of previously performed oil Testing and Analysis report shall be provided with the bid. The report shall contain information about test methods used for Oil Testing and Analysis.

Bidder manpower shall have at least 5 years of working experience for different Oil / Chemical Testing and Analysis and shall be of their permanent workforce.
Documentary evidence shall be submitted to prove that these are the permanent employees of their organization (who will be looking after for Oil Testing & Analysis and approving Test Results) and shall submit required information as per Appendix “C” along with Organization Chart and individual CV's of above required maintenance services for the personnel with work experience details."

The Bidder Testing Facility Shall be accredited with requirement of ISO/IEC Standard 17025:2017 (General Requirements for the Competence of Testing and Calibration Laboratories) or a similar internationally recognized standard.
Provide a copy of Certificate of Accreditation. If the bidder is in the process of re-validation of Certificate, then documentary evidence shall be submitted to substantiate the requirement."

Bidder organization SHALL have an accredited Quality Management System (QMS) or aligned with the requirements of ISO9001, or a similar internationally recognized standard.
Provide a copy of your QMS & Certification. If the bidder is in the process of re-validation of certificate, then documentary evidence shall be submitted to substantiate the requirement."
6.
Bidder organization SHALL have an accredited Occupational Health and Safety Management Systems or aligned with the requirements of ISO 45001 / OSHAS 18001 or a similar internationally recognized standard.
Provide a copy of your ISO/OHSMS and Certification. If the bidder is in the process of re-validation of Certificate, then documentary evidence shall be submitted to substantiate the requirement.
7.
Bidder organization SHALL have an accredited Environmental Management System (EMS) or aligned with the requirements of ISO14001 or a similar internationally recognized standard.
Provide a copy of your EMS & Certification. If the bidder is in the process of re-validation of Certificate, then documentary evidence shall be submitted to substantiate the requirement.
