Tender Description:
Bapco Refining is floating a tender for High purity nitrogen gas is used at Bapco Refining in various refinery process applications such as purging, inerting, blanketing of vessels, dry preservation of equipment and for purging of seals in rotary equipment. The average annual consumption is expected to be about 9,400 tonnes, which will be required to be delivered in Liquid Nitrogen Tankers.

1.MANDATORY PASS/FAIL CRITERIA
The Bidder or Bidder's agent must provide the following details with documentary evidence. Only bids meeting all Mandatory Criteria will proceed to technical and commercial evaluation.
1.1 Experience:
The Bidder shall have minimum 3 years of experience in the supply of industrial gases including gaseous and liquid nitrogen of 99.9 vol% purity, in bulk quantities. Bidders must provide documentary evidence in the form of unpriced purchase orders and/or purchase agreements at the time of bidding.
1.2 Quality Management System:
The Bidder shall have an established Quality Management System compliant with ISO 9001-2015 or in the process of certification/revalidation. Bidder shall submit a copy of ISO 9001 certificate or their existing system documentation is to be submitted.
1.3 Storage Facility:
The Bidder shall own or lease a storage facility in Bahrain for storing high purity liquid nitrogen. The Bidder shall be able to maintain a minimum inventory of 400 tonnes of liquid nitrogen in Bahrain dedicated for Bapco Refining all the time. The Bidder to submit documentary evidence in the form of facility ownership or lease agreement at the time of bidding or provide a detailed plan for owning or leasing such a facility and making it operational within six (6) months from the award of the contract.
1.4 Nitrogen Delivery:
The Bidder shall be able to deliver liquid nitrogen during high demand operation within 8 hours from receiving a request from Bapco. The bidder shall provide a detailed plan including their logistics from source to the delivery at the unit in Bapco Refining.
1.5 Bidder Capability to Deliver during Peak Demand:
The bidder shall be capable of supplying 150 Tonnes of LIN per day continuously for a period of fifteen (15) days during peak demands in T&I. The bidder shall own or lease 8 number of fleets with 20 MT capacity each which can dedicatedly supply to Bapco Refining for meeting the peak demand during T&I. The Bidder to submit documentary evidence in the form of fleet ownership or lease agreement at the time of bidding or provide a detailed plan for owning or leasing and making it available within six (6) months from the award of the contract.
1.6 Product Specification and Package:
The Bidder shall be able to supply Liquid Nitrogen as per the quality specified in the RFP. The Bidder to provide the latest laboratory Certificate of Analysis fully compliant with all the quality parameters stated in the specification, dated not earlier than six months from the published tender date.
