1. MANDATORY PASS/FAIL CRITERIA
The Bidder or Bidder's agent must provide the following details with documentary evidence. Only bids meeting all Mandatory Criteria will proceed to technical and commercial evaluation.
1.1 RFP Specifications & Standards:
BIDDER / SUPPLIER shall have full compliance to the Bapco Refining’s Request For Proposal (RFP) specifications and standards.
If the bidder has any deviations, queries, and intends to propose any deviations to the RFP Specifications/ Standards, bidder shall submit the same during pre-bid period and the same shall be clarified to all the bidders through addendums prior to the submission of bid.
Bidder shall not include any deviations, assumptions, or changes to RFP in its bid.
1.2 Company & Experience:
The BIDDER / SUPPLIER must have successfully executed the engineering, fabrication, installation supervision, and commissioning of Cathodic Protection Rectifier Transformers (suitable for both Safe and Hazardous Areas) in oil and gas facilities, either independently or in collaboration.
If a local agency is involved, the agency must submit a valid signed agreement with the OEM to provide after-sales service and spare parts support.
The BIDDER / SUPPLIER must have supplied Cathodic Protection Rectifier Transformers as an OEM or through the same agency for a minimum of five (5) projects / purchase orders (POs) over the past ten (10) years.
The BIDDER / SUPPLIER shall complete the required information in Appendix “C”.
1.3 Quality Assurance & Control:
The BIDDER / SUPPLIER shall have an established Quality Management System compliant with ISO 9001-2015 or in the process of certification/revalidation. BIDDER shall submit a copy of ISO 9001 certificate, or their existing system documentation is to be submitted.
1.4 Weights and Dimensions:
The new cathodic protection rectifier transformers procured under this RFP will replace the existing units at the site. It is essential that the vendor-proposed transformers have similar weight and dimensions to the existing ones to minimize the need for major modifications at the site.
This requirement is a key selection criterion. Significant deviations in weight and dimensions, where the accepted tolerance is +/-5%, will result in bid rejection, particularly for locations where COMPANY has space and weight constraints

Tender description:
Bapco Refining utilizes Cathodic Protection Rectifier (CR) units to prevent corrosion on sealines, immersed structures, and Bapco Gas lines from Sitra Pumphouse to T-Head, Wharf Island, and Bapco Gas Plant. Bapco Refining intends to issue a contract for the design, supply, provision of testing, commissioning, and installation supervision services of 18 no. of Cathodic Protection Rectifiers at the COMPANY’s Wharf facility.
