تسعى وزارة الأشغال إلى تعيين مستشار معاملات مؤهل لدعم تطوير شارع البحرين الشمالي الرابط في إطار نموذج الشراكة بين القطاعين العام والخاص . سيقدم المستشار الخبرات الفنية والمالية والقانونية اللازمة لإجراء الدراسات وهيكلة المشروع، ومساعدة الوزارة في طرح المناقصات وإتمام الإجراءات المالية
The Ministry of Works seeks to appoint a qualified Transaction Advisor to support the development of the Bahrain Northern Link Road under a Public-Private Partnership model. The Advisor will provide technical, financial, and legal expertise to conduct studies, structure the project, and assist MoW through tendering and financial close.

1. Registered corporate in Bahrain (International bidders must submit a commitment letter within 180 days of award).
2. Financial Advisor:
o Experience: Lead Consultant/Financial Advisor for ≥3 international PPP projects (≥USD 250M, last 15 yrs) to Financial Close, incl.:
• ≥1 highway/bridge PPP with Toll Revenues.
• ≥1 completed highway/bridge PPP in GCC/MENA.
o Capacity: Avg. annual turnover ≥USD 100M (last 3 yrs).
o Team Leader: ≥15 yrs experience in PPP advisory; led ≥1 major infra. PPP project to Financial Close.
3. Technical Advisor:
o Experience: Lead Consultant/Technical Advisor for ≥3 international PPP projects (≥USD 250M, last 15 yrs) to Financial Close, incl.:
• ≥1 highway/bridge PPP with Toll Revenues.
• ≥1 completed highway/bridge PPP project in GCC/MENA.
o Capacity: Avg. turnover ≥USD 100M (last 3 yrs).
o Team Leader: ≥15 yrs experience in PPP advisory; led ≥1 major project to Financial Close.
4. Legal Advisor:
o Experience: Legal/Transaction Advisor for ≥3 PPP projects (≥USD 250M, last 15 yrs) to Financial Close, incl.:
• ≥1 highway/bridge PPP with Toll Revenues.
• ≥1 completed PPP project in GCC/MENA.
• ≥1 project with legislations/regulations for road infra.
o Capacity: Avg. turnover ≥USD 25M (last 3 yrs).
o Team Leader: ≥15 yrs PPP legal advisory incl. toll road & GCC experience.
5. Legal Team: Must include a bilingual (Arabic/English) lawyer to draft/review contracts, negotiate in Arabic with Bahraini entities, and provide real-time translation.

o خبرة: ≥3 مشاريع الشراكة بين القطاعين العام والخاص دولية (≥250 مليون دولار، خلال 15 سنة) وصلت للإغلاق المالي، تشمل:
• مشروع واحد لطريق/جسر برسوم عبور.
• مشروع واحد مكتمل في الخليج/الشرق الأوسط وشمال أفريقيا.
o القدرة المالية: متوسط دوران ≥100 مليون دولار آخر 3 سنوات.
o قائد الفريق: خبرة ≥15 سنة؛ قاد مشروع رئيسي واحد على الأقل للإغلاق المالي.
3. المستشار الفني:
o خبرة: ≥3 مشاريع الشراكة بين القطاعين العام والخاص دولية (≥250 مليون دولار، خلال 15 سنة) وصلت للإغلاق المالي، تشمل:
• مشروع واحد برسوم عبور.
• مشروع واحد مكتمل في الخليج/الشرق الأوسط.
o القدرة المالية: متوسط دوران ≥100 مليون دولار آخر 3 سنوات.
o قائد الفريق: خبرة ≥15 سنة؛ قاد مشروع رئيسي واحد على الأقل للإغلاق المالي.
4. المستشار القانوني:
o خبرة: ≥3 مشاريع الشراكة بين القطاعين العام والخاص (≥250 مليون دولار، خلال 15 سنة) وصلت للإغلاق المالي، تشمل:
• مشروع برسوم عبور.
• مشروع مكتمل في الخليج/الشرق الأوسط وشمال أفريقيا.
• مشروع يتضمن إعداد تشريعات/لوائح للطرق.
o القدرة المالية: متوسط دوران ≥25 مليون دولار آخر 3 سنوات.
o قائد الفريق: خبرة ≥15 سنة في الشراكة بين القطاعين العام والخاص تشمل مشروع طريق برسوم وخبرة مثبتة بالخليج.
5. فريق المستشار القانوني: يجب أن يتضمن محامياً ثنائي اللغة (عربي/إنجليزي) قادراً على صياغة العقود باللغتين، التفاوض مع الجهات الحكومية بالعربية، وتقديم ترجمة فورية دقيقة.
