Tender Description
The Unifiner and Platformer units process different naphtha streams to produce high octane blend component for gasoline pool with 93 or 96 Research Octane Number RON Currently Unifiner and Platformer units are operated from conventional Distributed Control Systems DCS This project aims at implementing Advanced Process Control APC on these process units This implementation will target enhancements in enhancing yield of high value products reducing energy consumption reducing process variability improving operational efficiency maximizing the feed enhancing product quality and overall profitability of the units The work comprises the supplying services for design implementation commissioning and training requirements for the full implementation of APC on Unifiner and Platformer units using existing APC platforms provided by Bapco Refining namely AspenTech or Honeywell APC platforms
عالج وحدتا اليونيفاينر الوحدة الهيدروجينية والبلاتفورمروحدة الإصلاح التحفيزيأنواعًا مختلفة من النفثا لإنتاج مكونات مزج عالية الأوكتان ضمن مجموعة البنزين برقم أوكتان بحثي قدره 93 أو 96 RON تُشغّل الوحدتان حاليًا باستخدام أنظمة التحكم الموزعة التقليدية DCS ويهدف هذا المشروع إلى تطبيق نظام التحكم المتقدم في العمليات Advanced Process Control APC على هاتين الوحدتين
يستهدف هذا التطبيق تحسين إنتاجية المنتجات عالية القيمة وتقليل استهلاك الطاقة وتقليل التذبذب في العمليات وتحسين الكفاءة التشغيلية ورفع كمية المادة الخام الداخلة وتعزيز جودة المنتجات النهائية وزيادة الربحية العامة للوحدات يشمل نطاق العمل توفير خدمات التصميم والتنفيذ والتشغيل والتدريب الكامل لتطبيق نظام الAPC على وحدتي اليونيفاينر والبلاتفورمر باستخدام منصات الحالية المتوفرة لدى بابكو للتكرير وهي منصات Honeywell أو Aspentech
,MANDATORY PASS/FAIL CRITERIA The Bidder or Bidder's agent must provide the following details with documentary evidence. Only bidsmeeting all Mandatory Criteria will proceed to technical and commercial evaluation.
1.1 Compatibility:The Bidder must provide a proposal for the development of APC applications based onAPC platforms provided by Bapco Refining namely AspenTech or Honeywell APCplatforms. These are the only APC platforms deployed and currently operating at BapcoRefining. As such, the Bidders must develop the APC applications on these existingplatforms
1.2 References: The Bidder must provide a minimum of 3 references on development of successful APCapplications on Unifiner-and-Platformer process units in the past 15 years, using the sameplatforms provided by Bapco Refining for this implementation namely AspenTech orHoneywell APC platforms. The Bidder must provide evidence including the client details,location, and year of implementation in the form provided in the enclosed Appendix B.
1.3 Cybersecurity Compliance: The Bidder must comply with all Bapco Refining cybersecurity policies and requirementsin accordance with section 5 in the attached Tender Specification Document
1.4 Guaranteed Benefits: The Bidder must include guarantees for benefits and operational performance in the offerin accordance with section 6.13 and 9.3.4 in the attached Tender Specification Document.
Non-submission of any of the relevant information supporting bidder’s compliance to any mandatory criteriawill result in the disqualification of the bid.
