This tender is to select a suitable vendor to supply Two (2) onsite Information Technology (IT) outsource employees to provide professional services to Urban Planning and Development Authority (UPDA) for Twenty-Four (24) Months for all Microsoft, non-Microsoft, other Urban Planning & Engineering Software Products, Networking, and End User Support, according to the requirements and specifications guidelines defined in the Tender Document.

The points listed below are considered mandatory, where the vendor must achieve to be eligible for financial and technical evaluation. In case the vendors did not achieve any of the following points, their tender proposal will be eliminated without evaluation (Partial Award Not Acceptable):

1.The Vendor must supply outsourced employees with CVs and skills criteria identical or higher to the criteria mentioned in Technical Skills Requirements Chapter in the Tender Document). (Minimum Bachelor’s degree in Computer Science, Information Technology, or any related field from an accredited institution/7+ years, experience in the field/ Windows Servers 2019 and higher/Exchange online/SharePoint Online/Active directory/Azure Active directory/Altero Backup/Antivirus/Cloud Telephony System/Cisco Switches, Routers & Firewalls/AWS Cloud solutions/Office 365/Group policy management & Hyper-V/Windows 10 , 11/End user support/UPDA Productivity Software (Adobe Creative Cloud Apps, ArcGIS, ZWCAD)/UPDA Projects Software (PTV, MIKE21, Bentley Microstation)). (NOTE: Each Vendor must submit minimum Two (2) CVs and not exceed Five (5) CVs).

2. All CVs must include copies of the education certificates & other professional/training certificates (Microsoft, Cisco) & Experience letters with references contact (HR Manager/Direct Manager) for each experience mentioned in the CVs.

3. The outsourced employees CVs who will be comply with the above-mentioned criteria in 1 & 2 will be interviewed by UPDA in-person in UPDA Premises before the awarding (online interview is not acceptance).  (NOTE: Minimum Two (2) complied CVs should be eligible for the interview from each Vendor).

4.Upon awarding the successful Bidder, the Bidder must provide the same selected qualified outsourced employees CVs who passed the interview successfully according to (Evaluation Process Chapter in the Tender Document) to UPDA during the contract period. (NOTE: Replacing the qualified outsourced employees is not acceptable for any reason).

NOTE:  Each Vendor can submit single option ONLY.

تهدف هذه المناقصة إلى اختيار المورد المناسب لتوريد عدد اثنين (2) من متخصصين في تكنولوجيا المعلومات في هيئة التخطيط والتطوير العمراني لتقديم أفضل الخدمات في نظم المعلومات والدعم الفني لمدة أربعة وعشرين (24) شهرا لجميع البرامج المتخصصة في التخطيط العمراني والمدرجة في أوراق المناقصة وغيرها من البرامج Microsoft والشبكات ودعم المستخدم النهائي.

تعتبر النقاط المذكورة أدناه إلزامية للمورد، حيث يجب على المورد استيفائها ليكون مؤهلاً للتقييم المالي والفني. وفي حالة عدم اجتياز المورد لأي من النقاط المذكورة، سيتم استبعاد العطاء الخاص بهم دون تقييم (المناقصة المجزئة غير مقبولة):

1. يجب على المورد توفير سير ذاتية لمتخصصين بنظم المعلومات حسب المعاير المذكورة, ومعايير مهارات مطابقة أو أعلى للمعايير المذكورة في فصل متطلبات المهارات الفنية في أوراق المناقصة.( درجة البكالوريوس في علوم الكمبيوتر أو تكنولوجيا المعلومات أو أي مجال ذي صلة من مؤسسة معتمدة او ما يعادلها / خبرة 7 سنوات او اكثر في نفس المجال  ، / Windows Servers 2019 or Higher / Exchange online / SharePoint Online / Active Directory / Azure Active Directory / Altero Backup / Antivirus / Cloud Telephony System / Cisco Switches، router & Firewalls / AWS Cloud Solutions / Office 365 / Group Policy management و Hyper-V / Windows 10/11 / End user support / UPDA Productivity Software (Adobe Creative Cloud Apps، ArcGIS، ZWCAD) / برنامج مشاريع UPDA (PTV ، MIKE21 ، Bentley Microstation)). (

ملاحظة: يجب على كل مورد تقديم عدد أثنين (2) سيرة ذاتية بحد أدنى وألا يتجاوز العدد خمسة (5).

2. يجب توفير نسخ جميع ما ذكر في السير الذاتية للشهادات التعليمية و المتخصصة و المهنية والتدريبية.

3 . سيتم عمل مقابلة شخصية للمختصين في مجال نظم المعلومات الذين يستوفون المعايير المذكورة أعلاه في 1 و 2 من قبل الهيئة, علما ان المقابلة المرئية غير مقبولة, (يجب على كل مورد اجتياز التقييم لقبول السير الذاتية لعدد أثنين (2) بحد ادنى)

4. في حال ترسية العطاء الفائز ، يجب على المورد تقديم نفس الأشخاص الذي تم ما قابلتهم واختيارهم والذي تم اجتيازهم للمقابلة بنجاح وفقًا لـعملية التقييم في أوراق المناقصة إلى الهيئة خلال فترة العقد.

(ملاحظة: لاي سبب من الأسباب يجب عدم استبدال الاشخاص المقبولين).

ملاحظة: يمكن لكل مورد تقديم خيار واحد فقط.
