The points listed below are considered mandatory, where the vendor must achieve to be eligible for financial and technical evaluation. In case the vendors did not achieve any of the following points, their tender proposal will be eliminated without evaluation (Partial Award Not Acceptable):
•The Vendor must be preferred Partner for the proposed Solution and Devices (Appendix A, Table-1). The official Partner certificate must be submitted with the tender document.
•The Vendor must cover 100% of the listed Services & Devices and the quantity (Appendix A, Table-1).
•The Vendor must provide Services and Devices identical or equal to the specifications mentioned in (Appendix A, Table-1). (Complies with the needed specifications requirement, such as: Dedicated MPLS Connectivity with failover, Avaya Telephone Devices (or Equivalent Brand and Model), Number of UC Users, SIP/CSIP Channels, SSL Certificates,…etc) .
•The Vendor must accept to perform all the required Services Configuration Requirements mentioned in (Appendix A, Table-2).
•The Vendor must fill all the pricing details required mentioned in (3.2.2.5) and (Appendix A).
NOTE: The Vendor can submit multilabel options with identical or higher specifications of the listed Services and Devices (Appendix A, Table-1). Site Survey is allowed upon request (Before Tender Closing Date).

تعتبر النقاط الواردة أدناه إلزامية، حيث يجب على المورد تحقيقها ليكون مؤهلاً للتقييم المالي والفني. في حالة عدم قيام الموردين بتحقيق أي مما يلي، سيتم إلغاء عرض العطاء الخاص بهم دون تقييم (الترسية الجزئية غير مقبولة):
• يجب أن يكون المورد هو الشريك المفضل لنوع النظام والأجهزة المطلوبة (الملحق أ-الجدول رقم1). يجب تقديم شهادة الشراكة الرسمية مع وثيقة المناقصة.
• يجب أن يغطي المورد 100٪ من الخدمات والأجهزة المدرجة والكمية المطلوبة (الملحق أ-الجدول رقم1).
• يجب على المورد توفير خدمات وأجهزة ذات مواصفات مطابقة أو مساوية للمواصفات المذكورة في (الملحق أ-الجدول رقم1). (يتوافق مع متطلبات المواصفات المطلوبة، مثل: اتصال MPLS مخصص مع تجاوز الفشل، وأجهزة هاتف Avaya (أو العلامة التجارية والطراز المكافئ لها)، وعدد مستخدمي (UC)، وقنوات (SIP/CSIP)، وشهادات (SSL)، ... إلخ).
• يجب على المورد قبول تنفيذ جميع متطلبات إعدادت الخدمات المطلوبة المذكورة في (الملحق أ-الجدول رقم2).
• يجب على المورد ملى جميع تفاصيل الأسعار المطلوبة المذكورة في (3.2.2.5) و (الملحق أ).
ملاحظة: يمكن للمورد تقديم خيارات متعددة بشرط الالتزام بمواصفات مطابقة أو أعلى للخدمات والأجهزة المدرجة (الملحق أ، الجدول-1). كما يُسمح بزيارة ميدانية للموقع عند الطلب (قبل موعد تاريخ إغلاق المناقصة).
