Scope of Work in English & Arabic

Bapco Refining would like to purchase new Fire trucks to replace the existing ones which are running at lower capacities and add to the fleet. Additionally, it is to necessary to ensure compliance with the National Fire Protection Association guidelines for the inspection, maintenance, testing, and retirement of fire apparatus, including fire engines and Aerial equipment.

ترغب شركة بابكو للتكرير في شراء شاحنات إطفاء جديدة لتحل محل الشاحنات الحالية التي تعمل بقدرات أقل، ولإضافة المزيد إلى أسطولها. كما أنه من الضروري ضمان الامتثال لإرشادات الجمعية الوطنية للحماية من الحرائق فيما يتعلق بفحص وصيانة واختبار وإيقاف معدات الإطفاء، بما في ذلك عربات الإطفاء والمعدات الجوية.

Mandatory criteria:

1.1 Technical Specifications Compliance:
The Bidder shall have full compliance to the Technical Specification Document and all its attachments. If the Bidder has any deviations, queries, and intends to propose any deviations to the Technical Specification Document and all its attachments, Bidder shall submit the same during pre-bid queries clarification period and the same shall be clarified to all the Bidders through addendums prior to the submission of bid.

Bidder shall not include any deviations, assumptions, or changes to the Technical Specifications in their bid.

الالتزام بالمواصفات الفنية:

يلتزم مقدم العرض بالالتزام الكامل بوثيقة المواصفات الفنية وجميع مرفقاتها. في حال وجود أي انحرافات أو استفسارات أو نية تعديلها، يتعين عليه تقديمها خلال فترة توضيح الاستفسارات قبل تقديم العرض، على أن يتم توضيحها لجميع مقدمي العروض من خلال ملاحق قبل تقديم العرض.

يلتزم مقدم العرض بعدم تضمين أي انحرافات أو افتراضات أو تعديلات على المواصفات الفنية في عرضه.

1.2 Design and Manufacturing Experience

The Bidder must have a minimum of Fifteen (15) years of experience in the design and manufacture of fire trucks. The Bidder shall provide details of the range of fire trucks they have designed, manufactured and delivered to various (e.g., Aerial Platforms, Foam Trunk, etc.). The Bidder shall have designed, manufactured, and delivered at least: 
a) One Hundred numbers (100 nos.) of various range of fire trucks (e.g., Aerial Platforms, Foam Trunk, etc.) till date.
          AND
b) Five numbers (5 nos.) of Aerial Platform fire trucks and twenty numbers (20 nos.) of Foam Tender fire trucks in the past five (5) years.
          AND
c) Ten numbers (10 nos.) of fire trucks shall have been supplied to the Customers within the Kingdom of Bahrain.
The above count shall not include trucks currently under manufacturing or with unclosed purchase orders. Documentary evidence and list, such as client references, project details, or delivery records, shall be provided.

١.٢ الخبرة في التصميم والتصنيع

يجب أن يتمتع مقدم العرض بخبرة لا تقل عن خمسة عشر (١٥) عامًا في تصميم وتصنيع شاحنات الإطفاء. يجب عليه تقديم تفاصيل عن تشكيلة شاحنات الإطفاء التي صممها وصنعها وسلّمها لمختلف أنواع الشاحنات (مثل المنصات الهوائية، وصناديق الرغوة، إلخ). يجب أن يكون قد صمم وصنع وسلّم ما لا يقل عن:

أ) مائة شاحنة (١٠٠ عدد) من شاحنات الإطفاء المتنوعة (مثل المنصات الهوائية، وصناديق الرغوة، إلخ) حتى تاريخه.

ب) خمسة (٥) شاحنات إطفاء من المنصات الهوائية وعشرين (٢٠) شاحنة إطفاء من شاحنات الرغوة خلال السنوات الخمس (٥) الماضية.

ج) عشرة (١٠) شاحنات إطفاء تم توريدها للعملاء داخل مملكة البحرين.

لا يشمل العدد المذكور أعلاه الشاحنات قيد التصنيع حاليًا أو التي لديها طلبات شراء غير مكتملة. يجب توفير الأدلة الوثائقية والقائمة، مثل مراجع العملاء، وتفاصيل المشروع، أو سجلات التسليم.

1.3 Local Service Centre

 The Bidder shall have their own service centre and Fire-truck workshop located in the Kingdom of Bahrain. The facility shall be capable of handling routine maintenance, minor repairs, and major overhauls of fire trucks. The facility shall be equipped with the necessary tools, equipment, and infrastructure to support the full lifecycle maintenance of the supplied vehicles It shall include suitable wash facilities, an enclosed area for rebuilding engines, transmissions, and hydraulic components. 

The Bidder shall have qualified and certified maintenance and service technicians, either directly employed or listed on the bidder's official roster. The Bidder shall provide documentary evidence to demonstrate their technicians' qualifications and expertise. The Owner (Bapco Refining) reserves the right to inspect the service facility and interview the technicians as part of the bid evaluation process. Documentary evidence, including facility details and organizational structure, shall be submitted to support this requirement.

The Bidder shall possess a mobile workshop (VAN) capable of delivering periodic maintenance and on-call services for field equipment. The Bidder shall provide details of the mobile workshop, demonstrating its capability to perform prompt service, conduct preventative maintenance, and operate self-sufficiently.

The Bidder shall have maintenance and service crew available 24/7 to handle service, maintenance, and breakdown repairs of fire trucks.

The Bidder outside of Bahrain must provide the confirmation to provide Fire-truck service center meeting the above specs in Bahrain.

مركز خدمة محلي

يجب أن يمتلك مقدم العطاء مركز خدمة وورشة صيانة لشاحنات الإطفاء في مملكة البحرين. يجب أن يكون المركز قادراً على إجراء الصيانة الدورية، والإصلاحات البسيطة، وعمليات التجديد الشاملة لشاحنات الإطفاء. يجب أن يكون المركز مجهزاً بالأدوات والمعدات والبنية التحتية اللازمة لدعم الصيانة الدورية الكاملة للمركبات الموردة. ويشمل ذلك مرافق غسيل مناسبة، ومنطقة مغلقة لإعادة بناء المحركات وناقلات الحركة والمكونات الهيدروليكية..

يشترط أن يكون لدى مقدم العرض فنيو صيانة وخدمة مؤهلون ومعتمدون، إما موظفون بشكل مباشر أو مسجلون في سجل مقدم العرض الرسمي. يجب على مقدم العرض تقديم وثائق تثبت مؤهلات وخبرة فنييه. يحتفظ المالك (شركة بابكو للتكرير) بالحق في معاينة منشأة الخدمة ومقابلة الفنيين كجزء من عملية تقييم العطاء. يجب تقديم وثائق تثبت هذا الشرط، بما في ذلك تفاصيل المنشأة والهيكل التنظيمي.

يشترط أن يمتلك مقدم العرض ورشة عمل متنقلة (VAN) قادرة على تقديم الصيانة الدورية والخدمات عند الطلب للمعدات الميدانية. على مقدم العرض تقديم تفاصيل عن ورشة العمل المتنقلة، مع إثبات قدرتها على تقديم خدمات سريعة، وإجراء الصيانة الوقائية، والتشغيل الذاتي.

على مقدم العرض توفير طاقم صيانة وخدمة على مدار الساعة طوال أيام الأسبوع للقيام بأعمال الصيانة، وإصلاح أعطال شاحنات الإطفاء.

 يجب على مقدم العطاء من خارج البحرين تقديم تأكيد على توفير مركز خدمة لشاحنات الإطفاء يفي بالمواصفات المذكورة أعلاه في البحرين.
