The service provider will supply a highly skilled,full‑time IT Developer to work onsite at RERA. The roleincludes overseeing software architecture, managing integrations, supportingArcGIS development, coordinating with vendors, and ensuring high-quality,scalable IT solutions aligned with RERA’s objectives.

The bidder with Valid Commercial Registration issued by the Ministry of Industry, Commerce and Tourism must include the following activity as mentioned in the tender advertisement, on the Tender issue date:

Any activity that contains

Computer programming activities

Computer Consultancy and computer facilities management activities

Or any other activity related or equivalent with the activity of the tender.

The VAT amount should be included in the proposal with the VAT Registration Certificate,

يقوم مزود الخدمة بتوفير مطوّرتقنيات المعلومات ذو كفاءة عالية للعمل بدوام كامل في مقر جهاز التنظيم العقاري. يتولى المطوّر قيادة تصميم وتطوير وتحسين المنصات الرقمية للمؤسسة، بما في ذلك الموقع الإلكتروني، الأنظمة الداخلية، البوابة الداخلية، ومنصة عقاري .وتشمل المهام إعداد البنية البرمجية، إدارة عمليات الدمج والواجهات، دعم تطوير ArcGIS، التنسيق مع الجهات الخارجية، وضمان تقديم حلول تقنية متكاملة وقابلة للتوسع بما يتوافق مع أهداف المؤسسة.

يجب على مقدم العطاء أن يكون لديه سجل تجاري صادر عن وزارة الصناعة والتجارة والسياحة يتضمن إحدى الأنشطة التالية كما هو مذكور في إعلان المناقصة وتكون صالحه في يوم طرح المناقصة أي نشاط يندرج تحته :

The Bidder must maintain a registered local office in Bahrain with the ability to provide onsite support.	Pass /fail
The Bidder should be a reputed IT company with at least 7 years’ experience in IT Development	Pass/fail
The Bidder must have previous experience providing onsite IT Development services to government entities in the Kingdom of Bahrain.	Pass /fail
The proposed delivery model must include the deployment of a dedicated on-site development resource at RERA offices during all official working hours, supported by Bidder’s back-office expertise and escalation channels.	Pass /fail
The Bidder is required to provide a suitable replacement in case of absence, resignation, or non-performance of the assigned candidate, with no impact on the cost.	Pass /fail
The proposed candidate must hold an engineering bachelor’s degree in computer engineering or any other related degree within the field of Information Technology.	Pass /fail
The proposed candidate must have a minimum of 10 years of hands-on technical experience in Software and Web Development, including extensive practical experience with PHP, React.js, Node.js, .NET Core, API development, system integration, and SQL databases.	Pass /fail
The proposed candidate must have a minimum of three (3) years of recent experience with ArcGIS platforms.	Pass /fail
The proposed candidate must have previous hands-on technical experience in Web &Software development for government entities in Bahrain.	Pass /fail
The selected candidate must be deployed on-site at least 30 days prior to the contract start date to facilitate effective knowledge transfer.	Pass /fail

التقييم	المتطلبات الإلزامية
مقبول / مرفوض	يجب على مقدم العطاء أن يكون لديه مكتب محلي مسجل في مملكة البحرين معالقدرة على تقديم الدعم الفني في موقع العمل.
مقبول / مرفوض	يجب أن يكون مقدم العطاء شركة تقنية معلومات ذات سمعة جيدة ولديها خبرة لا تقل عن سبع (7) سنوات في مجال تطوير تقنية المعلومات.
مقبول / مرفوض	يجب أن يكون لدى مقدم العطاء خبرة سابقة في تقديم خدمات تطوير وبرمجة تقنية المعلومات ميدانياً (Onsite) للجهات الحكومية في مملكة البحرين.
مقبول / مرفوض	يجب أن يتضمن نموذج التنفيذ المقترح توفير مورد تطوير مخصص يعمل في موقع مؤسسة التنظيم العقاري طوال ساعات الدوام الرسمي، ومدعوماً بخبرة فريق العمل الخلفي لمقدم العطاء وقنوات التصعيد المعتمدة.
مقبول / مرفوض	يلتزم مقدم العطاء بتوفير بديل مناسب في حال غياب المرشح المعين أو استقالته أو عدم كفاءته في الأداء، دون أي تأثير على التكلفة.
مقبول / مرفوض	يجب أن يكون المرشح المقترح حاصلاً على درجة البكالوريوس في الهندسة (هندسة الحاسوب) أو أي تخصص ذي صلة ضمن مجال تقنية المعلومات.
مقبول / مرفوض	يجب أن يمتلك المرشح المقترح خبرة عملية لا تقل عن عشر (10) سنوات في تطوير البرمجيات وتطبيقات الويب، تشمل خبرة عملية واسعة في PHP )وReact.js )وNode.js) و‎.(NET Core) وتطوير واجهات البرمجة(APIs) وتكامل الأنظمة وقواعد بيانات SQL.
مقبول / مرفوض	يجب أن يمتلك المرشح المقترح خبرة حديثة لا تقل عن ثلاث (3) سنوات في استخدام منصات ArcGIS
مقبول / مرفوض	يجب أن يكون لدى مرشح المقترح خبرة عملية سابقة في تطوير البرمجيات وتطبيقات الويب للجهات الحكومية في مملكة البحرين.
مقبول / مرفوض	يجب مباشرة عمل المرشح المختار في موقع العمل قبل مدة لا تقل عن ثلاثون (30) يوماً من تاريخ بدء العقد،وذلك لضمان نقل المعرفة بشكل فعّال.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 01 February 2026
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
The bids deposit place: (As Mentioned in the Tender Documents)
This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
