BIDDERS QUALIFICATION AND BID EVALUATION CRITERIA:
Introduction:
- Any bidder classified as “Small” or “Medium” enterprise shall submit a copy of the certificate issued by the Ministry of Industry & Commerce (MOIC) as evidence of such status of the bidding entry.
- Companies interested in tendering for the Provision of Security Services should in the first instance read the Mandatory Criteria below and if they consider they qualify, then continue and complete the tender package.
The bidders shall submit documentary evidence in support of meeting the criteria along with the bid.
- Company with the highest total combined technical & financial score will be awarded the tender. Partial awarding is not acceptable.
MANDATORY CRITERIA (PASS/FAIL):
1- Contractor's HSE requirements
a. Bidder to submit a copy of their Company's HSE Plan including HSE Training Matrix, HSE Policy signed by contractor management. (Pass/Fail)
b. HSE Representative- Shall have in their full-time employment as part of their overhead structure, a NEBOSH or equivalent qualified Safety Officer with five (5) years of experience- Bidder to submit the resume along with the certificates. (Pass/Fail)
2- Bidder's Qualifications
a. Must meet the Scope of Services requirements outlined in Exhibit A (Scope of Services) of the Agreement (Acknowledgment letter to be provided). (Pass/Fail)
b. Bidder shall provide a valid Permit to Operate from Ministry of Interior. (Pass/Fail)
c. Bidder shall submit documentary evidence of providing same/similar services in vital industrial facilities. (Pass/Fail)
d. Bidder shall have at least ten (10) years of work experience. (Pass/Fail)
e. Provide evidence ongoing training and development provisions. (Pass/Fail)
f. Client testimonials, consider reference from previous clients with minimum of five (5) clients. (Pass/Fail)
3- Financial Capability
a. Last Audited Financial statement (2023/2024) showing minimum cash balance of BHD 50,000 (equivalent to US$ 132,644) or a recent bank balance confirmation letter printed on bank letter head, dully authorized and sealed by the bank officials showing the same minimum cash balance in the bidder’s bank account.
