Mandatory Criteria

1.2.1

The proposed software technology / platform for the RMS must cover all the capabilities that are required to be implemented through a single software platform.

In support of this criterion, the Bidder must provide an undertaking on their official letterhead, signed by an authorized signatory, specifying their compliance to this criterion.


1.2.2

The Bidder must be either the Original Software Licensor (OSL) of the proposed solution OR an authorized implementation partner of the original licensor of the Solution. In case of authorized implementation partner, the partnership must have had been active for the past three (3) years and the partnership must remain active for the duration of the contract (i.e., 5 years).

If the Bidder is the authorized implementation partner of the OSL, then, the Bidder must submit along with their bid, 1) authorization letter provided by the OSL signed by an authorized signatory to bid for this tender; and 2) copies of partnership certificates / agreements signed between the Bidder and the OSL for the past three (3) years.

If the Bidder is the OSL of the proposed Solution, then, the Bidder must provide an undertaking on their official letterhead, signed by an authorized signatory, stating that they are the OSL of the proposed Solution.


1.2.3

The Bidder must comply to all the Functional, Non-functional and Technical Requirements that are categorised as “Mandatory” in the Solution Evaluation Questionnaire (SEQ) attached to the RFP, through one of the following response categories only:

1. FCOB = Functionality / feature is "Fully Complied Out of the Box”  

2. FCCF = Functionality / feature is "Fully Complied with Configuration”

3. FCCT = Functionality / feature is "Fully Complied with Customization"

4. FCEN = Functionality / feature is "Fully Complied with Free Enhancement"
5. FCTP = Functionality / feature is "Fully Complied with Third-party Software"
The Bidder's response other than the above-specified response categories for 'Mandatory’ requirements specified in the SEQ will be considered as “FNNC = Functionality / Feature Not Complied”.

1.2.4

The Bidder will be evaluated for their compliance to Functional, Non-functional and Technical, and General Requirements specified in the SEQ given in the RFP, based on their responses to these requirements in SEQ as well as the validation by Bapco of Bidder’s compliance through the demonstration of the technology platform. The Bidder must score a minimum of 60% in the SEQ evaluation.

1.2.5

The Bidder must have delivered a minimum of two (2) RMS projects in the last of ten (10) years for an Oil & Gas Upstream or customers. The Bidder must provide list of contracts in the template stipulated in Appendix A on the official letter head signed by the authorized signatory of the bidding entity, in support of their compliance to this criterion.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 12 April 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
