,Mandatory Criteria

1. MANDATORY CRITERIA The Bidder or Bidder's agent shall provide the following details along with documentary evidence. Only the bids complying with all Mandatory Criteria will be considered for technical and commercial evaluation.

1. 1 Process Safety Management Experience:
The Bidder must be a company with demonstrated expertise in Process Safety Management (PSM) within the oil refining industry. The Bidder shall have proven experience on the evaluation of brownfield oil refinery pressure relief and flare systems, in compliance with American Petroleum Industry (API) applicable standards e.g. API 520, API 521, API 2000. Companies without the abovementioned expertise and experience will not be considered for further evaluation.
The Bidder shall provide a reference list of at least 10 comprehensive studies completed for oil & gas industries within the past 10 years (January 2016 onwards). These studies must include relief and flare system design and demonstrate proven safety and successful delivery.
Bidder shall provide the details of projects similar to this tender scope executed in the last 10 years in APPENDIX A.

1.2 Experienced Key Personnel - Minimum requirement
The bidder shall have the following key personnel/ manpower as a minimum available under its direct sponsorship and under its full-time employment in its organization, complying with the relevant educational qualifications and experience requirements. These key personnel should be available and particularly assigned in this study for Bapco Refining.
Bidder shall submit the CVs of persons, including their positions, details of experience, number of total years of relevant experience etc., in APPENDIX “C” for the following positions.
1. Principal Engineer with a minimum of 10 years of relevant experience - minimum 1 nos.
2. Senior Process Engineer with a minimum of 5 years of relevant experience- minimum 2 nos.
3.Process Engineer with a minimum of 3 years of relevant experience- minimum 3 nos.
4.Field/Drafting Technician with a minimum of 3 years of relevant experience- minimum 3 nos.
Complete APPENDIX “C” shall be submitted with bid documentation.

1.3 Local Engineering Office and Resources availability:
Bidder shall have its office located within the Kingdom of Bahrain or Eastern Province of Kingdom of Saudi Arabia, so that their resources are locally available and can attend to Bapco Refining within a short time with a short notice for providing the necessary services.

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 05 May 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-.
  • For Two-envelope tenders, bidders, are requested to attach the initial bond as stated above and it must be included within the technical bid.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Bank Transfer (or as specified in the Tender Documents) valid for the duration specified above.
  • If the bidder chooses to submit the initial bond in the form of a Bank transfer, the guarantee amount must be provided as a fixed amount mentioned and not as a percentage of the bid value.

  • In addition, the following shall be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid Bahrainisation Certificate issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises (SMEs)are eligible to obtain 10% preference in the financial evaluation stage when participating in tenders, and in auctions related to service facilities within government entities premises, however this shall not apply to tenders of a special nature. SMEs bidders shall submit along with their bids the valid SMEs Certificate issued by the Ministry of Industry and Commerce, which can be obtained through the following link (https://www.moic.gov.bh/index.php/en/sme_services)
