The scope of work comprises the 100 percent Vapour Phase decontamination of Bapco Refinery Process Units or defined sections of Process units inclusive of the supply of all necessary HP pumps hoses valves and fittings etc to facilitate the injection of decontamination chemicals This also includes providing all necessary decontamination chemicals and other additives Provision of qualified personnel to conduct site surveys and analyses of Process Units or systems to be decontaminated to determine the type and quantities of chemicals or additives required and the injection points to perform Vapour phase decontamination And the provision of qualified technical personnel to perform all aspects of the Vapour Phase decontamination process including taking the necessary readings and checks to confirm that the process has been successful providing confirmatory documentation and readings on completion of decontamination process and preparing a comprehensive report on completion of process

This also includes providing all necessary decontamination chemicals and other additives, Provision of qualified personnel to conduct site surveys and analyses of Process Units or systems to be decontaminated to determine the type and quantities of chemicals/additives required and the injection points to perform Vapour phase decontamination. نطاق العمل يتضمن تطهير وإزالة شوائب وحدات العمليات لشركة بابكو للتكرير باستخدام عملية الطور البخاري 100%، مع توفير كافة مضخات الضغط العالي والخراطيم والصمامات والتجهيزات اللازمة لحقن مواد التطهير. ويشمل ذلك أيضًا توفير جميع المواد الكيميائية اللازمة للتطهير والمواد الإضافية الأخرى، وتوفير موظفين مؤهلين لإجراء مسوحات الموقع وتحليل وحدات العمليات أو الأنظمة المراد تطهيراها لتحديد نوع وكمية المواد/المضافات المطلوبة ونقاط الحقن اللازمة لأداء عملية التطهير بالطور البخاري. وتوفير موظفين فنيين مؤهلين وذوي خبرة لأداء جميع جوانب عملية التطهير بالطور البخاري، وهذا يشمل اخذ القراءات والفحوصات اللازمة أثناء عملية التطهير للتأكد من نجاح العملية، وإعداد تقرير شامل عند اكتمال العملية

1.4.1	MANDATORY CRITERIA
1.4.1.1	EXPERIENCE
1.4.1.1.1	The Bidder shall provide documentary evidence to prove that they have minimum 5 years of relevant work experienceduring the last 10 years in providing 100% Vapor phase Decontaminationservices in the Oil & Gas or Petrochemical Industry for preparing processunits’ equipment for shutdown maintenance work by freeing the system ofhydrocarbons, H₂S, pyrophoric Iron sulphide, etc. including all requirementspertaining to the same. Joint venture with another service provider withproven capability that meets the above requirement is acceptable. The otherservice provider in the joint venture must have the same level of experiencedescribed above.
	TheBidder shall submit documentary evidence, along with the Bid, for such workexecuted to substantiate the above.


1.4.1.2	DECONTAMINATION CHEMICAL(S)
1.4.1.2.1	Bidder shall provide along with the bid, the Safety DataSheets (SDS) of the decontamination chemicals they propose to use. The SDSshall be compliant with Globally Harmonized System of Classification andLabelling of Chemicals (GHS-compliant Safety Data Sheet)
1.4.1.2.2	The Bidder shall provide documentary evidence to provethat the chemical(s) used are biodegradable, environment-friendly, non-toxic,non-exothermic, noncarcinogenic, registered with CEFAS (Centre forEnvironment, Fisheries and Aquaculture Science, UK) or equivalent, compatiblewith metallurgies and internal components of equipment used in Oil & Gasor Petrochemical Industry including mechanical seals in pumps.
1.4.1.2.3	Since Bapco Refining utilizes 110# steam for hydrocarbonfreeing systems, it is necessary that the boiling point of the chemical forvapor phase decontamination shall not exceed 100 deg C to ensure fullvaporization and dispersing with the steam.

1.4.1.3	HEALTH, SAFETY AND ENVIRONMENT
1.4.1.3.1
	The Bidder shall have awell-established, fully auditable Health, Safety & Environment ManagementSystem, Safety Policy, Safety Management System & Safety Training plan,within their organization which have valid accreditations for OHSAS 18001 orISO 45001 or are in process of revalidation.
	The Bidder shall providealong with the bid, copies of accreditations for OHSAS 18001 or ISO 45001 orevidence of re-validation to substantiate the claim.

1.4.1.4	QUALITY MANAGEMENT SYSTEM
1.4.1.4.1	The Bidder shall have awell-established, fully auditable Quality Management System (QMS) in placethat covers all aspects of their operations and shall be accredited with ISO9001 certification or are in process of revalidation. Additionally, the Bidder should have aQA/QC Policy and formalised Quality Control System in place that is measuredby suitably qualified, experienced and competent personnel.
1.4.1.4.1	Documentaryevidence shall be submitted in the form of a copy of ISO 9001 certificate.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 26 March 2024
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
