BUY NOW PAY LATER SERVICE OVERVIEW

 

Buy Now, Pay Later (BNPL) is a financial service that allows consumers to purchase goods or services immediately and pay for them over time through instalment payments. Typically, this involves the consumer receiving the product or service upfront, with the payment obligation spread out over several weeks or months, often without interest or additional fees if payments are made on time.

 

It appeals to customers who prefer not to pay the entire cost upfront, thus managing their cash flow more effectively or purchasing higher-priced items more comfortably.

For merchants and service providers like Gulf Air Holidays, BNPL can drive increased sales volumes, attract a broader customer base, and improve customer satisfaction and loyalty by providing a more customer-friendly payment solution. By partnering with BNPL vendors, businesses can offer this service without the complexity of managing credit risk and payment collection, as these aspects are handled by the BNPL provider.

 

The purpose of this tender is for the procurement of Buy Now Pay Later for Tour Operator Business Requirements.  The Scope of work and mandatory requirements are outlined under appendices A & B

Knock-out criteria:

The bidders must comply with all the following knock-out criteria. Bidders that do not comply with any of these criteria will be disqualified from the evaluation process.
1.The Bidder must be a licensed provider under the jurisdiction of the region where the services are being offered.
2.The Bidder must directly provide BNPL services without the involvement of a subcontractor.
3.The Bidder must have at least 2 plus years of experience in the BNPL industry
4.The Bidder must have provided BNPL services to at least 1000 clients/merchants.
5.The bidder must have provided BNPL services to at least 20 clients within the Airlines sector, Airline Holiday Businesses, Multinational Online Travel Agencies (OTAs), or Multinational Tour Agencies.
6.The bidders must showcase their experience by submitting sample details of the proposed BNPL Services delivered for at least 3 clients/merchants, preferably in a similar general or specific travel business as Gulf Air Holidays. Evidence of such previous engagements should be provided.
7.Bidders must fill in the Scope Compliance Table (Appendix F) and must include it as a part of their proposal submission. Bidders who do not respond to the compliance table will be disqualified

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Monday, 12 May 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
