Tender Description

Current provider provides this service under existing contract. Tatweer Petroleum needs the subject service is to maintain the existing fiber optic network infrastructure for all Tatweer Petroleum’s facilities, oil wells and future relevant projects in order to be hooked up to the Company’s fiber network and other civil works in the Bahrain Field.

PART I: MANDATORY CRITERIA

COMPLIENCE TO EXPERIENCE REQUIREMENTS

1.1      Bidder shall have at least seven (07) years of work experience, either locally or regionally in carrying out major Network Connectivity and System Improvement Work for Fiber Optic Network and other telecom services.

 

1.2     Bidder shall confirm that has completed a minimum of two (2) projects of similar size and nature within Oil and Gas industry. Bidder shall provide evidence, reports and description.

(Bidder shall confirm in writing and provide satisfactory client references)

1.3     Bidder shall confirm in writing that they have at least one CCNP certified Engineer on staff with sufficient cover in the event of absence or sickness. 

1.4      Bidder shall confirm in writing vendor partner relationships and detail the value that this will bring to Tatweer. Bidder shall be required to hold items in local stock and to procure them in order to maintain operational effectiveness.

1.5 Bidder key personnel to include, but not limited to Project Engineers, Project Managers, Network Engineers etc. shall be required to undergo technical and commercial assessment for suitability.

Key personnel shall not be less than:

2 Certified Project Managers.
2 Certified Projects Engineers.
1 Certified cisco network engineer with experience in fiber optic network and holding at least CCNP certificate.
1 Certified radio communication engineer with experience in redline radios)

1 Certified CAD Draftsman experienced in Network drawings as mentioned in Exhibit A scope of work. 

Bidder shall provide CV’s and certifications for all appointed personnel to Tatweer projects.


FACILITIES AND INFRASTRUCTURE

2.1 Bidder Shall have Bahrain based facilities and infrastructure comprising of office building, workshop dedicated to Tatweer projects and storage facilities for Network Connectivity and System Improvement Work for Fiber Optic Network service related works and personnel.

2.2 Bidder shall provide offices, workshop and rest facilities at no cost to company and located within Tatweer field. Bidder shall be capable of responding to daily tasks, projects, work orders and emergencies within specified timeline.

HSE CONTRACTOR REQUIREMENT

3.1 Meets applicable HSE requirements, to submit a copy of their Company's HSE Plan including Skill / HSE Training
Matrix, updated contractor organization chart and HSE Policy signed by contractor management.

3.2 HSE Questionnaire completed with focus on IIR & Severity Rate information for the last 3 years and adequacy of bidder responses to the other questionnaire information requests as per Oil & Gas Industry Standards.

3.3 HSE Representative- Shall have in their full-time employment as part of their overhead structure, a NEBOSH or equivalent qualified Safety Officer with five (5) years of previous work experience in the oil and gas.

QAQC CONTRACTOR REQUIREMENT

4.1 Bidder operates an effective documented quality management system based on the requirements of ISO 9001:2015, or a COMPANY approved equivalent such as ASME or API (Provide copy of certificate).  

4.2 Bidders key personnel will be invited to physically attend and answer the questions where all questions will be marked and evaluated based on the answer’s legend attached in the exabits.

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 21 June 2023
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
