BAPCO REFINING INVITES PROSPECTIVE LOCAL AND INTERNATIONAL BIDDERS TO SUBMIT THEIR BIDS ON A FIXEDSCOPE FIXED PRICE BASIS FOR THE IMPLEMENTATION OF AN INTEGRATED AND UNIFIED HSEM SOLUTION BAPCO REFINING INTENDS TO EVALUATE PROSPECTIVE BIDDERS WHO ARE EITHER SOFTWARE TECHNOLOGY LICENSORS AND OR IMPLEMENTATION SERVICE PROVIDERS SYSTEM INTEGRATORS OF THE PROPOSED UNIFIED HSE MANAGEMENT SOLUTION AND SELECT THE MOST QUALIFIED BIDDER BASED ON THE BID EVALUATION CRITERIA THE HSEM SOLUTION IS AIMED AT CONSOLIDATION AND AUTOMATION OF ALL HSSE BUSINESS FUNCTIONS AND PROCESSES UNDER A SINGLE AND UNIFIED PLATFORM
تدعو شركة بابكو للتكرير مقدمي العروض المحليين والدوليين المحتملين لتقديم عطاءاتهم على أساس نطاق ثابت وسعر ثابت لتنفيذ حل متكامل وموحد لإدارة الصحة والسلامة والبيئة تنوي شركة بابكو للتكرير تقييم مقدمي العروض المحتملين الذين هم إما مرخصون لتقنية البرمجيات وأو مقدمو خدمات التنفيذ مدمجو الأنظمة لحل إدارة HSE الموحد المقترح واختيار العارض الأكثر تأهيلاً بناءً على معايير تقييم العطاءات يهدف حل HSEM إلى دمج وأتمتة جميع وظائف وعمليات الأعمال المتعلقة بالصحة والسلامة والبيئة تحت منصة واحدة موحدة
,Mandatory Criteria:
1.3.1 The proposed software technology / platform for the HSE Management Solution must cover all the HSSE capabilities that are required to be implemented under Phase-1 through a single software platform.
In support of this criterion, the Bidder must provide an undertaking on their official letterhead, signed by an authorized signatory, specifying their compliance to this criterion
1.3.2 The Bidder must be either the Original Software Licensor (OSL) of the proposed HSE Management Solution OR an authorized implementation partner of the original licensor of the HSE Management Solution. In case of authorized implementation partner, the partnership must have had been active for the past three (3) years and the partnership must remain active for the duration of the contract (i.e., 5 years).
If the Bidder is the authorized implementation partner of the OSL, then, the Bidder must submit along with their bid, 1) authorization letter provided by the OSL signed by an authorized signatory to bid for this tender; and 2) copies of partnership certificates / agreements signed between the Bidder and the OSL for the past three (3) years.
If the Bidder is the OSL of the proposed HSE Management Solution, then, the Bidder must provide an undertaking on their official letterhead, signed by an authorized signatory, stating that they are the OSL of the proposed HSE Management Solution.
1.3.3 The Bidder must comply to all the Functional, Non-functional and Technical Requirements that are categorised as “Mandatory” in the Solution Evaluation Questionnaire (SEQ) attached to the RFP, through one of the following response categories only:

FCOB = Functionality / feature is "Fully Complied Out of the Box”
2.
FCCF = Functionality / feature is "Fully Complied with Configuration”
3.
FCCT = Functionality / feature is "Fully Complied with Customization"
4.
FCEN = Functionality / feature is "Fully Complied with Free Enhancement"
5.
FCTP = Functionality / feature is "Fully Complied with Third-party Software"
The Bidder's response other than the above-specified response categories for 'Mandatory’ requirements specified in the SEQ will be considered as “FNNC = Functionality / Feature Not Complied”.
1.3.4 The Bidder will be evaluated for their compliance to Functional, Non-functional and Technical, and General Requirements specified in the SEQ given in the RFP, based on their responses to these requirements in SEQ as well as the validation by Bapco of Bidder’s compliance through the demonstration of the technology platform. The Bidder must score a minimum of 80% in the SEQ evaluation.

1.3.5 The Bidder must have a minimum of ten (10) years of experience in delivering HSE Management solutions, including but not limited to, supply of software and implementation services, that had included all HSSE capabilities under Phase-1 implementation or more. The Bidder must provide list of contracts in the template stipulated in Appendix A on the official letter head signed by the authorized signatory of the bidding entity, in support of their compliance to this criterion.
1.3.6 Bidder must have delivered at least five (5) HSE Management Solution projects in the last ten (10) years that should have covered all HSSE capabilities listed under Phase-1 implementation or more, each of the value not less than USD 0.5 Million. The Bidder must provide list of contracts in the template stipulated in Appendix A on the official letter head signed by the authorized signatory of the bidding entity, in support of their compliance to this criterion.
1.3.7 Bidder must have delivered at least two (2) HSE Management Solution projects for an Oil & Gas or Refining or Petrochemicals customers in the last ten (10) years that should have covered all HSSE capabilities listed under Phase-1 implementation at least or more. The Bidder must provide list of contracts in the template stipulated in Appendix A on the official letter head signed by the authorized signatory of the bidding entity, in support of their compliance to this criterion.
