Tender Description

The General Sports Authority is implementing and developing the General Sports Authoritys main website and licensing system to automate operations and enhance online services for sports clubs federations coaches gyms and academies in Bahrain. The system includes a licensing portal for GSA staff a user portal for accessing information and requesting services, and inspection services. A single envelope bidding process will be conducted.

تنفذ و تطور الهيئة العامة للرياضة الموقع الرئيسي ونظام التراخيص التابع للهيئة العامة للرياضة بهدف أتمتة العمليات وتعزيز الخدمات الإلكترونية للأندية الرياضية والاتحادات والمدربين والصالات الرياضية والأكاديميات في البحرين. ويتضمن النظام لموظفي الهيئة العامة للرياضة لإدارة التراخيص، وبوابةللمستخدمين للوصول إلى المعلومات وطلب الخدمات، بالأضافة لخدمات للتفتيش وسيتم فتح المناقصة على مظروف واحد.

The system includes a licensing portal for GSA staff, a user portal for accessing information and requesting services, and inspection services. A single-envelope bidding process will be conducted.

يجب أن يمتثل الاقتراح للشروط المطلوبة:

1. خبرة في تقنيات مايكروسوفت وبرامجها لتطوير أنظمة الخدمات الإلكترونية (لا تقل عن مشروعين قيد التنفيذ).

a. خبرة في تطوير البرمجيات باستخدام تطبيقات إدارة علاقات العملاء وأتمتة الخدمات.

b. يجب أن يكون لدى مقدم العرض عدد كافٍ من المتخصصين الحاصلين على شهادات معتمدة من مايكروسوفت.

2. يجب أن يكون لدى مقدم العرض حضور إقليمي في مملكة البحرين، وأن يكون قد طور مواقع إلكترونية وتطبيقات للجهات المحلية سابقًا.

3. خبرة لا تقل عن سنتين في تطوير ونشر تطبيقات متنوعة على Amazon AWS مع التركيز على نموذج العمل بدون خادم.

4. توفير خطة استراتيجية شاملة لواجهة برمجة التطبيقات (API) تسمح بالتكامل السهل مع أنظمة حكومية أخرى.

The proposal must comply with the required conditions:

1. Experience in Microsoft technologies and software to develop e-service systems (no less than 2 live projects)

a) Experience in software development using customer relationship management and service automation applications.

b) The bidder must have enough specialists, who hold certificates approved by Microsoft.

2. The bidder should have a regional presence in the Kingdom of Bahrain and have previously developed websites and applications for local authorities.

3. Minimum of 2 year’s experience in developing and deploying diverse applications on Amazon AWS with a focus on the serverless model.

4.Providing a comprehensive API strategy plan that will allow for easy integration with other government systems.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Monday, 22 September 2025
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
