Tender Description

The Electricity and Water Authority (EWA) of the Government of the Kingdom of Bahrain plan to construct a New Seawater Intake & Outfall System for Reverse Osmosis (SWRO) Desalination Plant namely, the Construction of Seawater Intake & Outfall System in Hawar Island on the southeastern coast of the Kingdom of Bahrain. Intake and Outfall Facilities of the plant will require to be accordingly sized for the ultimate plant production capacity of 3 MIGD. Scope cover Design, Procurement, Construction, Commissioning and Testing of Seawater Intake & Outfall System designed for New SWRO Desalination Facility with a Net Water Capacity of 1 MIGD of potable water. The Intake and Outfall Facilities and any auxiliary systems of the plant will require to be accordingly sized for the ultimate plant production capacity of 3 MIGD (considering future expansion).

Additional Notes

The Electricity and Water Authority (EWA) of the Government of the Kingdom of Bahrain intends to issue a public tender for EPC contract to construct offshore Seawater Intake & Outfall for New Hawar SWRO Desalination Plant. The Works under this tender includes the design, procurement, construction and commissioning of offshore Seawater Intake  with total flow of 1515 m3/hr, and Outfall.

  

 

·        Mandatory Requirements:

Bidders/Subcontractors must have proven experience in the design, construction, and commissioning of at least Two (2) Seawater Intake and Outfall Systems for SWRO Desalination Plants with each plant having a minimum production capacity of 3 MIGD.

The following criteria are applicable:

·        Bidders/Subcontractors must demonstrate expertise in the engineering, construction, and commissioning of seawater intake pipelines, intake structures and outfall discharge system.

·        Bidders/Subcontractors must have successfully executed intake and outfall projects that directly support SWRO desalination operations, ensuring optimal water quality, environmental compliance, and hydraulic efficiency.

Both Greenfield and Brownfield Projects Are Acceptable – If the project is an expansion, only the intake and outfall expansion scope will be considered.

تعتزم هيئة الكهرباء والماء في مملكة البحرين بطرح مناقصة عامة دولية لتنفيذ الأعمال الانشائية  لمأخذ مياه البحر ومخرج التصريف لمحطة حوار الجديدة لتحلية المياه بالتناضح العكسي على أساس عقد EPC. يشمل نطاق عمل المشروع تصميم وتوريد وإنشاء وتشغيل مداخل ومخرج لمياه البحر لمحطة بطاقة إجمالية 1515 متر مكعب/ساعة، و مخرج تصريف المحطة.  

 

 

المتطلبات الإلزامية:

يجب أن يكون لدى مقدمي العطاءات والمقاولين من الباطن خبرة مثبتة في تصميم وإنشاء وتشغيل ما لا يقل عن محطتين (2) لإنشاء مداخل ومخارج مياه البحر لمحطات تحلية مياه البحر باستخدام تقنية التناضح العكسي، على أن تكون الطاقة الإنتاجية لكل محطة لا تقل عن 3 ملايين جالون إمبراطوري يوميًا.

تنطبق المعايير التالية:

·        يجب على مقدمي العطاءات/المقاولين من الباطن إثبات خبرتهم في هندسة وإنشاء وتشغيل أنابيب سحب مياه البحر، ومنشآت السحب، وأنظمة تصريف المياه.

·        يجب على مقدمي العطاءات/المقاولين من الباطن أن يكونوا قد نفذوا بنجاح مشاريع سحب وتصريف تدعم بشكل مباشر عمليات تحلية مياه البحر بتقنية التناضح العكسي (SWRO)، مما يضمن جودة مياه مثالية، والامتثال البيئي، والكفاءة الهيدروليكية.

 تُقبل كل من المشاريع الجديدة والمشاريع القائمة - إذا كان المشروع توسعة، فسيتم النظر فقط في نطاق توسعة السحب والتصريف.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 14 October 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
