The Electricity and Water Authority (EWA) of the Kingdom of Bahrain intends to issue an international tender for the development of Bilaj Al Jazayer Independent Power Project (BAJ Solar IPP), a utility-scale photovoltaic (PV)facility to be developed under a Public-Private Partnership (PPP) on a Build-Own-Operate (BOO) basis. The Project supports Bahrain’s national target of achieving 20% renewable energy by 2035.
Key Milestones of the Project - Estimated capacity of the Solar Farm is at least 100 MWac.
- Target Commercial Operation Date (COD): 30th September 2027
The Plant will deploy proven PV technology modules supported by utility-grade inverters suitable for local conditions. The scope includes generation facilities and associated infrastructure such as access and internal roads. The selected bidder will be responsible for the full lifecycle of the Project for 25 years, including development, financing, construction, operation, maintenance, decommissioning, and site restoration.
Selection Process of Developer
The BAJ Solar IPP will be procured through a single-stage RFP process. All Bids will first undergo an Initial Capability Assessment against Minimum Eligibility Requirements (MERs) covering financial capacity, experience in securing limited-recourse financing, and track record in developing large-scale solar PV projects. Only Bidders that satisfy the MERs will proceed to detailed technical and financial evaluation in line with the criteria set out in the RFP.

| Minimum Eligibility Requirement 1.Financial Capacity The Bidder (which is a single entity) must demonstrate Tangible Net Worth (as determined in accordance with Form sheet O of Volume IIIB of this RFP) of at least fifty million USD (USD 50,000,000) in the latest available audited financial statements as of the Deadline for Submission of Bids as defined in Volume IA of this RFP; In case the Bidder is a Bidding Group, each Bidding Group Members must demonstrate Tangible Net Worth of at least the proportion of heir equity stake of fifty million USD (USD 50,000,000). In addition, the Managing Member must demonstrate a Tangible Net Worth of at least twenty million USD (USD 20,000,000) in the latest audited financial statements as of the Deadline for Submission of Bids as defined in Volume IA of this RFP.
2.Experience of successfully developing, negotiating and closing financing packages for Infrastructure Projects The Bidder (or the Managing Member for a Bidder that is a Bidding Group) must demonstrate that it has proven experience in securing limited-recourse financing of at least USD 150 million cumulatively across three (3) or more Infrastructure Projects in the last ten (10) years preceding the Deadline for Submission of Bids as defined in Volume IA of this RFP. For avoidance of doubt, only the experience of the Managing Member, if the Bidder is a Bidding Group, shall be considered. Bidders to note that the Bidder, or Managing Member of the Bidder Group, must hold an equity ownership of at least fifteen percent (15%) equity ownership in the reference project for the project to be considered.

3.Experience of successfully developing Solar PV Projects
The Bidder (or the Managing Member for a Bidder that is a Bidding Group) and/or EPC Contractor must demonstrate that it has a successful track record as a developer or EPC contractor of Solar PV projects by satisfying the criteria below:
· As a developer or EPC contractor, developed and/or commissioned for at least three (3) individual ground mounted, grid-connected Solar PV project globally with capacity of minimally 100 MWac) each connected at EHV (66kV or more) level to the grid; OR
· As a developer or EPC contractor, developed and/or commissioned for at least two (2) individual ground mounted, grid-connected Solar PV project in GCC with a capacity of minimally 70 MWac each connected at EHV (66kV or more) level to the grid.
For avoidance of doubt, only the experience of the Managing Member, if the Bidder is a Bidding Group. shall be considered.
Bidders to note that the Bidder, or Managing Member of the Bidder Group, must hold an equity ownership of at least fifteen percent (15%) equity ownership in the reference project for the project to be considered.
Notes:
1. A Bidder’s Technical Envelope that fails to comply with or meet any of these minimum requirements, as specified in Section 3.5 of Volume II, shall be rejected in accordance with the provisions of the same section, and their corresponding Financial Envelope shall remain unopened.
2.Since this is a Two Envelope Tender, the Bidder is required to submit all data sheets, forms, and technical information as specified in this RFP and in the PPA. No financial or commercial evaluation information shall be submitted with the technical information under the Technical Envelope. Any bidder that includes any financial or commercial information in the technical envelope will be disqualified.

تعتزم هيئة الكهرباء والماء في مملكة البحرين إطلاق مناقصة عالمية لإنشاء محطة بلاج الجزائر المستقلة لإنتاج الكهرباء باستخدام الطاقة الشمسية، وذلك من خلال الشراكة مع القطاع الخاص، على أساس نظام الإنشاء-التملك- التشغيل (BOO) وذلك للمساهمة في تحقيق الهدف الوطني لمملكة البحرين لبلوغ نسبة 25% من الطاقات المتجددة بحلول 2035م في المزيج الكلي للطاقة.
المتطلبات الرئيسية للمشروع:

تاريخ بدء التشغيل التجاري للمشروع: 30 سبتمبر 2025م
وسيتم استخدام أحدث معدات الطاقة الشمسية في تطوير المحطة الشمسية وتوصيلها بشبكة الكهرباء. وسيتحمل المطور الفائز المسؤولية الكاملة للمشروع لمدة 25 عامًا، بما في ذلك إنشاء المحطة والبنية التحتية المصاحبة، والتمويل، والبناء، والتشغيل، والصيانة، وتفكيك المحطة عند نهاية العقد، وتسوية الموقع.
طريقة طرح المناقصة واختيار المطور

متطلبات الحد الأدنى للتأهل:
1. القدرة المالية:
يجب على مقدم العطاء أن يُثبت أن لديه صافي قيمة ملموسة Tangible Net Worth)) كما هو محدد وفقاً لنموذج O في المجلد IIIB من طلب تقديم العروض هذا) لا تقل عن خمسين مليون دولار أمريكي (50,000,000 دولار أمريكي) في البيانات المالية المدققة المتاحة الأحدث حتى تاريخ انتهاء تقديم العطاءات كما هو معرف في المجلد IA من طلب تقديم العروض.
وفي حال كان مقدم العطاء عبارة عن ائتلافاً (Bidding Group)، يجب على كل عضو من أعضاء الائتلاف أن يُثبت صافي قيمة ملموسة لا تقل عن نسبة حصته في رأس المال من إجمالي مبلغ خمسين مليون دولار أمريكي (50,000,000 دولار أمريكي). بالإضافة إلى ذلك، يجب على العضو الرئيسي( Managing Member) أن يُثبت امتلاكه صافي قيمة ملموسة لا تقل عن عشرين مليون دولار أمريكي (20,000,000 دولار أمريكي) في البيانات المالية المدققة الأحدث حتى تاريخ انتهاء تقديم العطاءات كما هو مبين في المجلد IA من طلب تقديم العروض.
2.الخبرة في التطوير والتفاوض لتمويل لمشاريع البنية التحتية:
يجب على مقدم العطاء (أو العضو الرئيسي في حال كان مقدم العطاء عبارة عن ائتلاف) أن يُثبت أن لديه خبرة في تأمين تمويل مشاريع بنية تحتية بمبلغ لا يقل عن 150 مليون دولار أمريكي بشكل تراكمي لثلاث (3) مشاريع أو أكثر خلال السنوات العشر (10) السابقة لموعد تقديم العطاءات كما هو محدد في المجلد IA من طلب تقديم العروض.
ولتجنب أي لبس، سيتم النظر فقط في خبرة العضو الرئيسي إذا كان مقدم العطاء عبارة عن ائتلاف.
يُرجى من مقدمي العطاءات ملاحظة أن مقدم العطاء، أو العضو الرئيسي في الائتلاف، يجب أن يمتلك حصة ملكية لا تقل عن خمسة عشر بالمائة (15%) في المشروع لكي يتم اعتبار المشروع ضمن الخبرات المطلوبة.

3. الخبرة في تطوير مشاريع الطاقة الشمسية الكهروضوئية (Solar PV):
يجب على مقدم العطاء (أو العضو الرئيسي في حال كان مقدم العطاء عبارة عن ائتلاف) أو المقاول (EPC) أن يُثبت أن لديه سجلًا ناجحًا كمطور أو كمقاول EPC في مشاريع الطاقة الشمسية الكهروضوئية من خلال استيفاء المعايير التالية:
· كمطور أو كمقاول EPC، قام بتطوير وتشغيل ما لا يقل عن ثلاث (3) مشاريع منفردة للطاقة الشمسية الكهروضوئية ومتصلة بالشبكة، بسعة لا تقل عن 100 ميغاواط (MWac) لكل مشروع، ومتصلة بمستوى جهد عالي جدًا (EHV) بقدرة 66 كيلو فولت أو أكثر؛
· كمطور أو كمقاول EPC، قام بتطوير و/أو تشغيل ما لا يقل عن مشروعين (2) منفردين للطاقة الشمسية الكهروضوئية ومتصلة بالشبكة في دول مجلس التعاون الخليجي، بسعة لا تقل عن 70 ميغاواط (MWac) لكل مشروع، ومتصلة بمستوى جهد عالي جدًا (EHV) بقدرة 66 كيلو فولت أو أكثر.
ولتجنب أي لبس، سيتم النظر فقط في خبرة العضو الرئيسي إذا كان مقدم العطاء عبارة عن مجموعة ائتلاف.
يُرجى من مقدمي العطاءات ملاحظة أن مقدم العطاء، أو العضو الرئيسي في مجموعة الائتلاف، يجب أن يمتلك حصة ملكية لا تقل عن خمسة عشر بالمائة (15%) في المشروع لكي يتم اعتبار المشروع ضمن الخبرات المطلوبة.

ملاحظات:
1. يجب على مقدمي العطاءات تسليم كل المتطلبات المنصوص عليها في Section 3.5 of Volume II من وثائق المناقصة . يرجى العلم ان عدم اجتياز أي من المعايير الفنية سيؤدي إلى تصنيف العطاء على أنه غير مقبول ، وبالتالي لن يكون مؤهلاً للتقييم المالي.
2. نظرًا لأن المناقصة سوف تكون على مظروفين، يتعيّن على مقدم العطاء تقديم جميع أوراق البيانات والنماذج والمعلومات الفنية كما هو محدد في وثيقة طلب العروض (RFP) وفي اتفاقية شراء الكهرباء.(PPA) يجب عدم إدراج أية معلومات مالية تتعلق بالاسعار ضمن المعلومات الفنية المقدمة في المظروف الفني. وسيتم استبعاد أي عطاء يتضمن معلومات مالية ضمن المظروف الفني.
