Tender Description

To ensure fire safety compliance, and continuous operation, the fire protection systems at some Water Transmission Station require urgent replacement. The existing system Is old and the required spare parts are obsolete (spare parts are no longer manufactured) which may result in system malfunction, and reduced reliability. This increases the risk of failure during emergencies. Replacement of existing CO2 fire protection system is essential to meet Civil Defense and International Fire Protection Standards, avoid violations, and protect these critical National facilities. Any fire incident in the station could disrupt water transmission and cause major public and operational consequences. Replacement and modernizing of the fire protection system will enhance early fire detection, improve response time, and ensure the safety of employees and premises. It will also reduce frequent maintenance costs caused by outdated equipment and improve overall system performance and reliability.

حرصاً على سلامة العاملين والمنشاة والالتزام بمعايير الحريق، أصبح من الضروري إستبدال أنظمة الحماية من الحريق في بعض محطات نقل المياه، حيث ان قطع الغيار اللازمة لم تعد تصنع بسبب قدم نظام الحريق الحالي مما قد ينتج عن ذلك حدوث اعطاب وضعف كفائته، مما يزيد من احتمالية عدم عمل النظام أثناء الطوارى. تهدف عملية الاستبدال إلى ضمان الالتزام بمتطلبات الدفاع المدني والمعايير الدولية، وحماية هذا المرفق الحيوي الذي يشكل جزءا أساسياً من البنية التحتية الوطنية. فأي حادث حريق قد يؤدي إلى توقف نقل المياه وحدوث آثار تشغيلية ومجتمعية كبيرة. كما أن استبدال وتحديث النظام سيُحسّن من سرعة اكتشاف الحريق والاستجابة له، ويُعزز سلامة العاملين والمنشاة ، ويقلل من الأعطال وتكاليف الصيانة المتكررة الناتجة عن قدم هذا النظام.ويضمن استمرار حماية المعدات والمنشآت وفق أعلى معايير السلامة والجاهزية.

1. MANDATORY REQUIREMENTS:

The tenderer shall submit/fulfill the following mandatory documents/requirements along his offer or otherwise will be disqualified during tender evaluation stage.


1- Vendor must submit “Installation & Maintenance of Fire Protection Systems permit” from the General Directorate of Civil Defense – Kingdom of Bahrain as per Civil Defense regulation No.99 for year 2016

2-Vendor Experience:
Vendor must have a minimum of 6 years’ experience in the field of installation, programing, inspection, testing, troubleshooting, repairing, testing & commissioning of fire protection systems. Therefore, vendor is requested to provide documents showing that he has sufficient experience in similar field not less than six (6) years from reputed organizations such as Ministries, Authorities, Major Industrial Companies as per clause No.13. 

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 18 December 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
