The project aims to enhance and upgrade the existing Aqari Portal through comprehensive system and functional improvements. The scope of work includes the enhancement of user interface and user experience (UI/UX), improvement of data quality and implementation of automated data validations, integration of artificial intelligence (AI) capabilities, incorporation of additional internal and external data sources, and the development of both geospatial and non-geospatial dashboards and interactive maps to support advanced analytics and decision-making.
The bidder with Valid Commercial Registration issued by the Ministry of Industry, Commerce and Tourism must include the following activity as mentioned in the tender advertisement, on the Tender issue date:
Any activity that contains
* Computer programming activities
* Computer Consultancy and computer facilities management activities
Or any other activity related or equivalent with the activity of the tender.
The VAT amount should be included in the proposal with the VAT Registration Certificate
يهدف المشروع إلى تطوير وتحسين منصة «عقاري» الحالية من خلال إجراءات تطويرية شاملة على النظام والوظائف. يشمل نطاق العمل على تعزيز واجهة المستخدم وتجربة المستخدم للمنصة وتحسين جودة البيانات وتنفيذ عمليات تحقق آلية من صحة البيانات، ودمج قدرات الذكاء الاصطناعي وإضافة مصادر بيانات داخلية وخارجية إضافية، وتطوير لوحات معلومات وخرائط تفاعلية مكانية وغير مكانية لدعم التحليلات المتقدمة واتخاذ القرار.
يجب على مقدم العطاء أن يكون لديه سجل تجاري صادر عن وزارة الصناعة والتجارة والسياحة يتضمن
إحدى الأنشطة التالية كما هو مذكور في إعلان المناقصة وتكون صالحه في يوم طرح المناقصة

Mandatory Requirements : No qualifications, exclusions, assumptions, or amendments submitted by a Tenderer are accepted.
a. Bidder should be a company with at least 7 years’ experience in the field of software development.
b. The bidder must be a company with a minimum of 7 years of experience in GIS development and ArcGIS platform implementation.
c. Confirmation of AWS cloud deployment readiness.
d. The proposed candidates for the in-house Project Manager and GIS Developer positions must each have a minimum of five (5) years of relevant professional experience:
·The Project Manager must hold a valid PMP certification (Project Management Professional) or an equivalent credential from a recognized certification body
·The GIS Developer must hold a valid ESRI certification or a certification from another internationally recognized organization in the GIS domain.
e. The vendor must provide us with the opportunity to interview and approve the selection of two key in-house team members, namely the Project Manager and the GIS Developer, before the start of the project.
Tenderer/Bidder who does not comply with the above requirements will be DISQUALIFIED

3. تاكيد جاهزية النشر على سحابة AWS خدمات الويب من أمازون.
4. يجب أن يمتلك المرشحون المقترحون لمنصبي مدير المشروع ومطور نظم المعلومات الجغرافية الـ ((GIS Developer) ) الداخل يين خبرة مهنية ذات صلة لا تقل عن خمس (5) سنوات لكل منهما.
·يجب أن يحمل مديرالمشروع شهادة PMP (محترف إدارة المشاريع) سارية المفعولأ ومؤهلاً معادلاً من جهة اعتماد معترف بها
·يجب أن يحمل مطور نظم المعلومات الجغرافية شهادة ESRI سارية المفعول أو شهادة من منظمة أخرى معترف بها دولياً في مجال نظم المعلومات الجغرافية.
يجب على المورد أن يتيح لنا الفرصة لإجراء مقابلة والموافقة على اختيار اثنين من أعضاء الفريق الداخليين الرئيسيين، وهما مدير المشروع ومطور نظم المعلومات الجغرافية (GIS Developer) ، قبل بدء المشروع.
سيؤدي عدم استيفاء المتطلبات الإلزامية من قبل مقدم العطاء إلى الاستبعاد من هذه المناقصة.
