The Supreme Council of Health invites qualified vendors to submit proposals for the Incineration of Expired Medical Products. The tender covers expired products classified as special or hazardous waste. The selected vendor will provide safe, environmentally responsible incineration, including collection, transport, disposal, and certificates of destruction, in full compliance with local regulations issued by the Supreme Council of Health, the Supreme Council for Environment, and other relevant authorities. Mandatory Requirements for Tender Participants

To be considered, Tender Participants must meet the following requirements:

  1. Experience: The proposer must have a minimum of 3 years of experience in the incineration of medical and pharmaceutical waste.
  2. Licenses and Certifications: The proposer must hold all necessary licenses and certifications to operate an incineration facility and to transport hazardous waste in the Kingdom of Bahrain.
  3. Compliance: The proposer must demonstrate compliance with all applicable regulations related to the incineration of medical and pharmaceutical waste.
  4. Insurance: The proposer must have adequate insurance coverage for the services to be provided.
  5. The bidder shall submit two separate quotations: one including transportation costs and one excluding transportation costs.

 

يدعو المجلس الأعلى للصحة الشركات المؤهلة لتقديم عروضها لمناقصة اتلاف المواد الطبية منتهية الصلاحية. تشمل المناقصة المنتجات المصنفة كنفايات خاصة أو خطرة. يتحمل مقدم الخدمة المختار مسؤولية الحرق الآمن والصحي والبيئي، بما يشمل الجمع والنقل والتخلص النهائي وإصدار شهادات الإتلاف، وفقًا للوائح المجلس الأعلى للصحة، والمجلس الأعلى للبيئة، والجهات التنظيمية الأخرى. يجب على المتقدمين إثبات خبرتهم الفنية وقدرتهم التشغيلية وامتلاكهم مرافق معتمدة. تهدف المناقصة إلى حماية الصحة العامة، والمحافظة على البيئة، والالتزام الكامل باللوائح. على الراغبين تقديم عروض فنية ومالية وفق مستندات المناقصة.

المتطلبات الإلزامية لمشاركي المناقصة
للنظر في المشاركة، يجب أن يستوفي المشاركون في المناقصة المتطلبات التالية:

·         الخبرة: يجب أن يكون لدى مقدم العرض خبرة لا تقل عن 3 سنوات في حرق النفايات الطبية والصيدلانية.

·         التراخيص والشهادات: يجب أن يمتلك مقدم العرض جميع التراخيص والشهادات اللازمة لتشغيل مرفق الحرق ونقل النفايات الخطرة في مملكة البحرين.

·         الالتزام باللوائح: يجب أن يثبت مقدم العرض التزامه بجميع اللوائح المنظمة المتعلقة بحرق النفايات الطبية والصيدلانية.

·         التأمين: يجب أن يكون لدى مقدم العرض تغطية تأمينية كافية للخدمات المقدمة.

·         العروض المالية: يجب على مقدم العرض تقديم عرضين منفصلين: أحدهما يشمل تكاليف النقل والآخر يستثني تكاليف النقل.

 


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 08 February 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
