The provider will convert the paper files into digital formats Optical Character Recognition format, ensure data accuracy, and upload it or integrate with the current and future hospital information system, the work includes the quality of scanning and secure handling of sensitive data and easy access to any uploaded file.

Mandatory Criteria:

Pilot Sample Quality: The bidder must submit pilot/test scanned samples for evaluation. The pilot samples will be evaluated on a Pass / Fail basis according to the following technical requirements: Pass requirements (all must be met): Scanned documents must be scanned at a minimum resolution of 300 DPI., All pages must be scanned with no missing pages., Correct document orientation (no rotated or upside-down pages)., Documents must be provided in searchable PDF format using OCR (Optical Character Recognition)., OCR output must enable text search functionality for printed text., Text must be legible at 100% zoom without distortion, blur, or pixelation., No shadows, cut edges, or clipped content affecting the document., Accurate indexing matching the provided document details., Compliance with the scanning specifications stated in the RFP. Fail conditions: Scanning resolution below 300 DPI., Missing pages., Illegible content due to poor image quality., Incorrect document orientation., Incorrect or missing indexing., Non-compliance with the required scanning specifications.

يتضمن المشروع مسح وأرشفة السجلات الطبية و رقمنتها لإنشاء ارشيف إلكتروني آمن. وعلى الموزود تحويل الملفات الورقية إلى نسخ رقمية بصيغة التعرف الضوئي على الحروف مع ضمان دقة البيانات ورفعها او ربطها مع انظمة المستشفى  الحالية والمستقبلية. ويشمل العمل مراجعة جودة المسح و التعامل الآمن مع البيانات الحساسة.

يجب على مقدم العرض تقديم عينات ممسوحة ضوئيًا (تجريبية/اختبارية) للتقييم. سيتم تقييم العينات التجريبية وفقًا للمتطلبات الفنية التالية:

متطلبات النجاح (يجب استيفاؤها جميعًا):

  • يجب مسح المستندات بدقة لا تقل عن 300 نقطة في البوصة (DPI).

  • يجب مسح جميع الصفحات دون فقدان أي صفحة.

  • الاتجاه الصحيح للمستندات (لا توجد صفحات مقلوبة أو مدوّرة).

  • يجب تقديم المستندات بصيغة PDF قابلة للبحث باستخدام التعرّف الضوئي على الحروف (OCR).

  • يجب أن يتيح ناتج الـ OCR إمكانية البحث النصي في النص المطبوع.

  • يجب أن يكون النص واضحًا ومقروءًا عند التكبير بنسبة 100% دون تشويه أو ضبابية أو تكسّر بالبكسلة.

  • عدم وجود ظلال أو حواف مقصوصة أو محتوى مبتور يؤثر على المستند.

  • فهرسة دقيقة ومتطابقة مع تفاصيل المستندات المقدّمة.

  • الالتزام بمواصفات المسح الضوئي الواردة في طلب تقديم العروض (RFP).

حالات الرسوب:

  • دقة مسح أقل من 300 DPI.

  • وجود صفحات مفقودة.

  • محتوى غير مقروء بسبب ضعف جودة الصورة.

  • اتجاه غير صحيح للمستندات.

  • فهرسة غير صحيحة أو مفقودة.

  • عدم الالتزام بمواصفات المسح الضوئي المطلوبة.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 08 February 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
