Tender Description

This tender is for the Operation, monitoring, maintenance and emergency works for the existing Treated Sewage Effluent (TSE) Network System starting from the discharge line of Tubli Water Pollution Control Centre (TWPCC) pumping station which feeds the transmission lines, which are connected to the reservoirs situated at various locations in Bahrain till the farm connections of various distribution Network as specified in the scope of work. The scope also includes the TSE transmission lines from North Sitra STP connected to CMC – Manama Ring Main, TSE Transmission line Madinat Salman STP, Muharraq TSE and other TSE lines that shall be operated and maintained by SEOMD TSE Section.

وصف المشروع

هذه المناقصة لتشغيل ومراقبة وصيانة وأعمال الطوارئ لشبكة مياه الصرف الصحي المعالجة الحالية التي تبدأ من محطة ضخ مياه الصرف الصحي المعالجة لمحطة توبلي لمعالجة مياه الصرف الصحي التي تغذي خطوط النقل الموصولة بعدة خزانات متواجدة في أماكن متفرقة في مملكة البحرين والموصولة بشبكات التوزيع إلى وصلات المزارع كما هو موضح في نطاق الأعمال. أيضا يحتوي نطاق الأعمال على خطوط نقل مياه الصرف الصحي المعالجة التي تبدأ من محطة شمال سترة لمعالجة مياه الصرف الصحي الموصولة بالخطوط التابعة لشؤون البلديات وشبكة نقل المنامة وخطوط نقل مياه الصرف الصحي المعالجة الموصولة بمحطة مدينة سلمان لمعالجة مياه الصرف الصحي وغيرها من خطوط مياه الصرف الصحي المعالجة التي تقوم إدارة تشغيل وصيانة الصرف الصحي، قسم مياه الصرف الصحي المعالجة بتشغيلها وصيانتها

Tenders invited are required to :

have valid PQ License for thequalified Contractors registered with theCost Engineering Directorate of the Ministry underthe category of “Operation, Maintenance, Administration & Managementof Sewerage / TSE Sewerage Pumping Stations & Network Systems (GradeA)” on the tender issue date.
to submit proof of valid prequalification with Bapco andTatweer company for undertaking emergency works on the tender issue date.

and/or memo of understanding with prequalified Bapco and Tatweer approved contractor (submit proof of valid prequalification) for emergency works with indemnity bond on the tender issue date.

العطاءات المدعوة للمشروع يجب ان تكون:

1- من قبل مقاولين مسجلين مع إدارة هندسة التكاليف في وزارة الأشغال تحت فئة تشغيل وصيانة وإدارة محطات الضخ وشبكات الصرف الصحي ومعالجة مياه الصرف الصحي (الدرجة A) في يوم طرح المناقصة

2-وأن تكون من قبل مقاولين مسجلين مع بابكو وشركة تطوير للقيام بالأعمال الطارئة و/أو مذكرة تفاهم مع مقاول مؤهل مع بابكو و شركة تطوير للقيام بالأعمال الطارئة مع الالتزام بتقديم الضمانات (indemnity) و إرفاق جميع المتطلبات آنفة الذكر كإثبات في يوم طرح المناقصة.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 14 November 2023
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
The bids deposit place: (As Mentioned in the Tender Documents)
This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
