Tender Description

Bahrain Mumtalakat Holding Company wishes to appoint a service provider to provide Cybersecurity Incident Response Services (on a retainer basis) and Digital Forensics service (DFIR) for a period of one year[KA1.1][HA1.2]. These Services shall be provided to Mumtalakat and several of its portfolio companies as per the requirements and specification mentioned in the tender documents. The appointment shall be processed through a tender.

Mandatory Requirements:

1Relevant Experience: Bidder must demonstrate proven experience delivering Incident Response Retainer and Digital Forensics services for at least 5 customers in Bahrain.

224/7/365 Availability with SLA Commitment: Bidder must provide round-the-clock incident response coverage (24/7/365) as per defined SLA.

3)    In-house Certified Incident Response Team:

·Bidder must deliver all incident response activities by in-house professionals.

·All assigned responders must hold relevant industry-recognized certifications, such as GCFA, GCIH, or equivalent.

·Bidder must at minimum allocate three incident responders.

·Incident response team must be located in Bahrain.

4)      Flexible Service Utilization:

a.Bidder must provide replacement cybersecurity services, should the retainer hours not be utilized as per the services defined in the tender documents

                                        b. Bidder to confirm that the services can be utilized for up to six months after the contract end date.

c. Bidder must provide a conversion matrix- refer to appendix B- specifying how unused incident response retainer hours may be exchanged for alternative cybersecurity services.

5)    On-Site Service Delivery Capability: Bidder must have the capability to deliver services on-site within the premises when required, not limited to remote-only support. 

 المتطلبات الإلزامية:

1)     Top of Form الخبرة ذات الصلة: يجب على مقدم العطاء إثبات امتلاكه خبرة مثبتة في تقديم خدمات الاستجابة للحوادث وخدمات الأدلة الجنائية الرقمية لما لا يقل عن خمسة عملاء في مملكة البحرين.

2)     توفير الخدمات على مدار الساعة مع الالتزام باتفاقية مستوى الخدمة: يجب على مقدم العطاء توفير تغطية للاستجابة للحوادث على مدار الساعة طوال أيام الأسبوع وطوال أيام السنة (24/7/365) وفقًا لاتفاقيات مستوى الخدمة المحددة.

3)     فريق الاستجابة للحوادث معتمد داخليًا:

·        يجب على مقدم العطاء تنفيذ جميع أنشطة الاستجابة للحوادث بواسطة مختصين تابعين له داخليًا.

·        يجب أن يحمل جميع أعضاء فريق الاستجابة المعينين شهادات معترف بها في القطاع، مثل GCFA أو GCIH أو ما يعادلها.

·        يجب على مقدم العطاء تخصيص ما لا يقل عن ثلاثة (3) مختصين في الاستجابة للحوادث.

·        يجب أن يكون فريق الاستجابة للحوادث متواجدًا داخل مملكة البحرين.

4)     مرونة استخدام الخدمات:

أ. يجب على مقدم العطاء توفير خدمات بديلة في مجال الأمن السيبراني في حال عدم استهلاك ساعات العقد ، بناء على الخدمات المذكورة في الوثائق.

ب. يجب على مقدم العطاء تأكيد إمكانية الاستفادة من هذه الخدمات لمدة تصل إلى ستة (6) أشهر بعد تاريخ انتهاء العقد.

ج. يجب على مقدم العطاء تقديم مصفوفة تحويل — يرجى الرجوع إلى الملحق (ب) — توضح كيفية استبدال ساعات العقد غير المستخدمة بخدمات أمن سيبراني بديلة.

5)     القدرة على تقديم الخدمات ميدانيًا (في الموقع): يجب على مقدم العطاء امتلاك القدرة على تقديم خدمات الاستجابة للحوادث بشكل كامل في الموقع عند الحاجة، وليس الاكتفاء بتقديم الدعم عن بُعد فقط.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 06 January 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
