Tender Description

The 131 Housing Units at Madinat Salman Housing Project, a Government Land Development Programme, will be developed by the private sector on Government land. The successful bidder will design, construct, and finance 131 Housing Units and associated secondary infrastructure. The Project Company will sell these units commercially to Mazaya and social housing loan-eligible beneficiaries. Upon completion of the project, the developer will pay MoHUP an agreed Land Value. MoHUP will provide a buy-back arrangement for units unsold after a 24 months Sale Period.

This tender is floated in a ‘Two Envelopes Approach’, this means that the technical bids will be opened and evaluated first, then the commercial bids of only successful bidders in the technical evaluation will be opened and evaluated.م طرح هذا العطاء بطريقة "فتح المناقصة على مظروفين" ، وهذا يعني أنه سيتم فتح العطاءات الفنية وتقييمها أولاً ، ثم سيتم فتح وتقييم العطاءات التجارية لمقدمي العطاءات الناجحين فقط في التقييم الفني.                      ., The Project will consist of designing,  building, financing and selling 131 Housing Units at Madinat Salman. The scope of works includes the design of units & related infrastructure, the construction of 131 Housing Units, all hard and soft landscaping within the Project and all related infrastructure works. The project company will be responsible for the sale of all 131 Housing Units at a Sale Price not exceeding the Capped Sale Price fixed by MoH&UP to eligible beneficiaries of (a) the Mazaya Scheme; and/or (b) the Social Housing Loan Scheme. Full financing of the project is the responsibility of the project company. The land will remain owned by  MoH&UP and a licence agreement will be signed for the design, construction, and sales of the housing units. The Licence Agreement will be between the project company and the MoH&UP pursuant to which the MoH&UP will grant to the project company a licence to the Site for the project company to carry out the Activities. Upon the construction completion and sales of the Housing Units, the agreed Land Value shall be transferred to MoH&UP. If the project company is unable to sell any Housing Units within the Sale Period, then the MoH&UP shall purchase any unsold Housing at an agreed Buy-Back Price.,

يتضمن مشروع التطوير أعمال إنشاء وبيع عدد 131 وحدة سكنية في مدينة سلمان، حيث يشمل نطاق العمل تصميم وإنشاء عدد 131 وحدة سكنية بالإضافة إلى أعمال المسطحات والمناظر الطبيعية داخل الموقع الإسكاني وكذلك أعمال البنية التحتية المرتبطة بالمشروع. سيكون مطور المشروع مسؤول عن بيع جميع الوحدات السكنية البالغ عددها 131 وحدة بسعر بيع لا يتجاوز سعر البيع المحدد من قبل وزارة الاسكان والتخطيط العمراني للمستفيدين المؤهلين من: (أ) برنامج مزايا ؛ و / أو (ب) برنامج قرض السكن الاجتماعي. تقع مسؤولية التمويل الكامل للمشروع على عاتق مطور المشروع. سيتم توقيع اتفاقية ترخيص لبناء وبيع الوحدات السكنية بين مطور المشروع ووزارة الاسكان والتخطيط العمراني والتي بموجبها ستمنح وزارة الاسكان والتخطيط العمراني مطور المشروع ترخيصًا للموقع وذلك لتنفيذ الأنشطة المذكورة حيث ستبقى الأرض مملوكة من قبل وزارة الاسكان والتخطيط العمراني. وعند الانتهاء من أعمال بناء وبيع الوحدات السكنية ، سيقوم المطور بدفع قيمة الأرض المتفق عليها إلى وزارة الاسكان والتخطيط العمراني. وفي حالة عدم تمكن مطور المشروع من بيع أي عدد من الوحدات السكنية خلال فترة البيع ، سيتوجب على وزارة الاسكان والتخطيط العمراني أن تشتري الوحدات غير المباعة بسعر الشراء المتفق عليه.


,The following requirements are mandatory to consider the Bid:

1. The bidder/ lead consortium member shall be grade A, registered under MoH&UP, or grade AA under MoW.

2. Proposed Design compliance with Design Guidelines and  Output Specifications must be submitted.

3.Indicative Financing Term - proof of funds must be submitted

4. Full Final Financing Term Sheet must be submitted clearly showing no recourse to the government of Bahrain with regard to any lending/financing agreement.

5. The unit selling price shall not exceed the capped selling price set by MoH&UP.

اشتراطات إلزامية للعطاء:

يجب أن يكون مقدم العطاء مسجلًا لدى وزارة الإسكان والتخطيط العمراني من الدرجة A  أو أن يكون مسجلًا لدى وزارة الأشغال من الدرجة AA 

يجب تقديم اثبات مطابقة التصميم المقترح مع اشتراطات التصميم والمواصفات التنظيمية والمرفقة في مستندات المزايدة.

يجب تقديم بيان اشتراطات التمويل مع اثبات توافر التمويل.

يجب تقديم استمارة اشتراطات التمويل النهائية كاملة والتي تبين بوضوح عدم إلزام حكومة البحرين فيما يتعلق بأي اتفاقية إقراض تمويل.

يجب ألا يتجاوز سعر بيع الوحدة السكنية السعر المحدد من قبل وزارة الاسكان والتخطيط العمراني في مستندات المزايدة.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 29 December 2022
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
