Tender Description

To appoint an External Auditor to provide assurance services for Eskan Bank and its subsidiary (Eskan Properties Company). The External Auditor shall perform the below-mentioned assurance services: 1) Annual Audit of financial statements of Eskan Bank. 2) Annual Audit of financial statements of EPC. 3) Review of consolidated unaudited interim financial information. 4) Report on Quarterly Prudential Information Returns. 5) Report on the compliance with Public Disclosure Module of CBB (annual and half-year). 6) Report on the compliance with Financial Crime Module issued by the CBB. 7) Report on compliance with remuneration rules of the CBB. 8) Report on the calculation of contribution for Deposit Protection Scheme. 9) Report on the CBB annual license fee. 10) AUPs for EPC corporate governance and its related-party transactions.

Eskan Bank is seeking proposals to appoint an External Auditor to provide assurance services for the Bank and its subsidiary for a period of 3 years, starting with the financial year of 2026.

The main purpose of this RFP is to address the requirement for external assurance services of Eskan Bank and its subsidiary namely: Eskan Properties Company B.S.C Closed (“EPC”) (fully owned by Eskan Bank), the principal activity of the Company is to develop and manage projects for development of properties on behalf of Eskan Bank B.S.C (c) (the "Parent"), MOHUP and third parties, and facility management to MOHUP.

Mandatory requirements:

The following shall be considered by the External Auditors:

As Arabic language is the official language for financing contracts and communication with the ministries, the team should have the capability to read and understand documents written in Arabic.

The External Auditor shall be familiar with the applicable local regulatory requirements related to the scope of the audits and other assignments mentioned in Section 3 of this RFP. And to prepare its engagement letter and perform its duties to meet the requirements in terms of scopes and deadlines. 

Note: 

This tender is a two-envelope tender, in which the technical envelope will be opened first, and the financial envelope will be opened later. The technical envelope must not include any prices from the financial proposal. 


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 25 February 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
