Bahrain International Circuit (BIC) wishes to appoint a qualified contractor for the supply, installation, configuration, migration and AMC of new core and server-farm switching infrastructure to replace the existing core switches currently deployed in BIC data centers. This upgrade is a strategic initiative aimed at enhancing network performance, scalability, security, and operational resilience to meet the growing demands of digital services and future business requirements.

ترغب شركة حلبة البحرين الدولية في تعيين مقاول مؤهل لتوريد وتركيب وتكوين وترحيل وصيانة البنية التحتية للمفاتيح الأساسية ومركز الخوادم الجديدة لاستبدال المفاتيح الأساسية الحالية الموجودة في مراكز البيانات التابعة لـ BIC. تعتبر هذه الترقية مبادرة استراتيجية تهدف إلى تحسين أداء الشبكة، وقابليتها للتوسع، والأمان، ومرونة العمليات لتلبية الطلبات المتزايدة على الخدمات الرقمية ومتطلبات الأعمال المستقبلية.

Mandatory Requirements

· Partnership

- Requirement: The bidder must be an authorized partner of the OEM at a level that permits supply, implementation, and support of the proposed solution.

- Evidence: Valid OEM partnership certificate issued within the last 12 months.

· Market leader

- Requirement: The proposed solution must be recognized as a market leader in the latest Gartner Magic Quadrant, IDC MarketScape, or Forrester Wave for Data Center Networking.

- Evidence: Copy of the relevant analyst report or official citation showing the OEM’s leadership position.

· Local Presence & Support

- Requirement: The bidder must have a dedicated local support team capable of providing on-site assistance within SLA timelines.

- Evidence: Office address, and list of local support staff with contact details.

· Certified Expert Resources

- Requirement: The bidder must provide at least two (2) certified engineers with: CCIE Data Center (or equivalent: ACE for ACI, JNCIE for Juniper) certification.

- Minimum 5 years of relevant experience in data center network design and migration.

- Evidence: Copies of certifications, CVs detailing experience, and project references.

- المتطلب: يجب أن يكون العارض شريكًا معتمدًا من قبل الشركة المصنعة الأصلية (OEM) بمستوى يسمح بتوريد وتنفيذ ودعم الحل المقترح.

- الدليل: شهادة شراكة OEM سارية صادرة خلال الـ 12 شهرًا الماضية.

· الريادة في السوق

- المتطلب: يجب أن يكون الحل المقترح معترفًا به كقائد في السوق في آخر تقرير من تقرير جارتنر "ماجيك كوادرانت" أو "IDC MarketScape" أو "Forrester Wave" لشبكات مراكز البيانات.

- الدليل: نسخة من تقرير المحلل ذي الصلة أو اقتباس رسمي يظهر موقف الشركة المصنعة الأصلية كقائد في السوق.

· الحضور والدعم المحلي

- المتطلب: يجب على مقدم العطاء أن يكون لديه فريق دعم محلي مخصص وقادر على تقديم الدعم في الموقع ضمن الجداول الزمنية المتفق عليها في اتفاقية مستوى الخدمة (SLA).

- الدليل: عنوان المكتب، وقائمة بموظفي الدعم المحلي مع بيانات الاتصال الخاصة بهم.

· الموارد المتخصصة المعتمدة

- المتطلب: يجب أن يقدم العارض مهندسين معتمدين على الأقل اثنين (2) مع الشهادات التالية: شهادة CCIE Data Center (أو ما يعادلها مثل ACE لـ ACI، JNCIE لـ Juniper).

- خبرة لا تقل عن 5 سنوات في تصميم الشبكات لمراكز البيانات وترحيلها.

- الدليل: نسخ من الشهادات، السير الذاتية التي تحتوي على تفاصيل الخبرة، ومراجع المشاريع.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 08 March 2026
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
The bids deposit place: (As Mentioned in the Tender Documents)
This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
