Tender Description

Contractor technical team shall visit the installed facilities every six (06) months and conduct preventive maintenance of the installed lanterns, including the following tasks: a) Inspection and servicing of light, battery and solar panels. b) Install and maintain platforms navigational lights. c) Cleaning the platform and lanterns with fresh water in order to remove all salt and sand residues.

SERVICES/WORK TO BE DELIVERED BY CONTRACTOR: 

1.1 Contractor technical team shall visit the installed facilities every six (06) months and conduct preventive maintenance of the installed lanterns, including the following tasks: a) Inspection and servicing of light, battery and solar panels. b) Install and maintain platforms navigational lights. c) Cleaning the platform and lanterns with fresh water in order to remove all salt and sand residues. 

1.2 Contractor shall take full responsibility of the clearance, access and transportation jobs.


Evaluation Criteria:

A- Contractor's Equipment, Service Capabilities and experience
1- Bidder shall be able to supply Marine Navigation Lights suitable for offshore platforms

2- Bidder shall have 3 years experience in instalation of Marine Navigation Lights suitable for offshore platforms. Evidences / documents shall be submitted.

3- Bidder shall have 3 years experience in maintenance of Marine Navigation Lights suitable for offshore platforms. Evidences / documents shall be submitted.


B- Quality Assurance and Quality Control

1- Contractor to submit QMS questionnaire with evidences and justifications proving effective implementation of quality management system based on the requirements of ISO 9001:2015, or a COMPANY approved equivalent such as ASME or API.

C- Health, Safety and Environment Requirements

1- Meets applicable HSE requirements such as HSE Plan-Contractors to submit a copy of their Company's HSE Plan including Skill / HSE Training Matrix, HSE Policy signed by contractor management: 

2- HSE Questionnaire completed with acceptable responses:- Focus on IIR & Severity Rate information for the last 3 years and adequacy of bidder responses to the other questionnaire information requests. Evidences/ justifications are required for each question:

3- HSE Representative- Shall have in their full time employment as part of their overhead structure, a NEBOSH or equivalent qualified Safety Officer with five (5) years of previous work experience in the oil and gas or petrochemical industry. HSE Organization chart shall be submitted:

4- HSE Accreditations- List accreditations OHSAS 18001, ISO 45001.

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 26 October 2023
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
