The TRA will evaluate qualifying Technical Proposals on the basis of the cheapest compliant offer. Only those Technical Proposals which demonstrate that they fulfil the TRA’s requirements in 3.9, the Mandatory Criteria, (Pass/Fail) of this RFP will be considered for evaluation.

3.9 The TRA’s requirements are listed below. The project is split into three phases described as Deliverable 1, Deliverable 2 and Deliverable 3 below:Deliverable One: Supply of Drive-Test & Benchmarking Equipment (‘the Drive-Test Solution’). The Successful Tenderer will be required to provide a Drive-Test Solution that will:• Include all necessary hardware and perpetual software licenses to enable the TRA toconduct QoS & QoE measurements testing in-house;• Include 9 handsets (as part of the Drive-Test Solution);• Include all necessary hardware (including all related perpetual software licences) toenable the TRA to (i) execute in-car field testing with planned routes across the entirety of the territory of the Kingdom of Bahrain; (ii) to conduct walk-test (Indoor & Outdoor) in key landmarks in the Kingdom; and (iii) perform field testing for consumer complaints which may include backpack, handsets panel and other accessories;• Enable the TRA to perform the following tests to assess the QoS & QoE KPIs in relation to:• Signal Strengths & Coverage• Social Media platforms testing:1. Instagram2. Facebook3. WhatsApp (voice call quality & messaging)4. TikTok5. Snapchat• Voice testing to all technologies under POLQA v3.• SMS send/receive• Data Transfer (upload/download and latency)• Web Browsing• Video streaming platforms1. YouTube2. Netflix3. Instagram4. TikTok5. Facebook• Billing• Tenderers are encouraged to propose additional testing platforms(provided that all such additional testing platforms shall be free ofadditional charges and will not be considered for the purposes of theaward). The additional platforms may include:1. Shahid2. Amazon Prime3. X platform4. X platform streaming5. Skype6. Zoom7. Teams.• Create test scripts for each operator and SIM profile;8• Monitor and verify data collection in real time during the test;• Post process & analyze the collected data set as further detailed in Annex 5;• Be capable of reporting the collected and post processed data onto a web-portal usingtableau displaying results of measured KPI’s from the drive-test with a dashboardshowing comparable results between MNOs.The Drive-Test Solution must include a one-year warranty. During the warranty period, the Successful Tenderer will be required to provide remote maintenance and support for no additional fees and any hardware which develops faults during the warranty period must be replaced promptly and free of charge.Deliverable Two: The Successful Tenderer is also required to provide training as detailed below:• To provide on-site training to TRA personnel in order to enable them to:o Operate and utilize all the capabilities of the Drive-Test Solution; ando Create the scripts for testing the requirements mentioned in Deliverable Oneof this RFP.Deliverable Three: The Successful Tenderer is required to provide remote maintenance and support to the Drive-Test Solution throughout the term of the Contract.
