THE SUPPLIER SHALL PROVIDE A COMPLETE OPERATOR TRAINING SIMULATOR OTS SOLUTION FOR THE COMPANYS LOW SULPHUR FUEL OIL LSFO COMPLEX THE OTS MODELS ARE TO COVER ALL UNITS INVOLVED IN THE COMPLEX THESE INCLUDE THE FOLLOWING NO 2 HYDRODESULPHURISATION UNIT 2HDU NO 1 HYDROGEN PLANT 1H2P NO 6 VACUUM DISTILLATION UNIT 6VDU NO 3 SULPHUR RECOVERY UNIT NO 2 TAIL GAS TREATING UNIT 3SRU 2TGTU AND NO 4 SULPHUR RECOVERY UNIT 4SRU THE OTS SOLUTION MUST ALSO INCLUDE A ROBUST TRAINING PACKAGE WHICH ALLOWS FOR TRAINING MONITORING EVALUATION AS WELL AS CERTIFICATION AND RE CERTIFICATION OF OPERATIONS STAFF THE SUPPLIER MUST PROVIDE ALL HARDWARE AND SOFTWARE REQUIRED FOR THE COMPLETE FUNCTIONALITY OF THE OTS SOLUTION THE SUPPLIER SHALL ALSO PROVIDE TRAINING FOR ENGINEERS AS WELL AS END USERS TRAINERS

SCOPE OF WORK:

The Supplier shall provide a complete Operator Training Simulator OTS solution for The Companys Low Sulphur Fuel Oil LSFO complex The OTS models are to cover all units involved in the complex these include the following No 2 Hydrodesulphurisation Unit 2HDU No 1 Hydrogen Plant 1H2P No 6 Vacuum Distillation Unit 6VDU No 3 Sulphur Recovery Unit No 2 Tail Gas Treating Unit 3SRU 2TGTU and No 4 Sulphur Recovery Unit 4SRU The OTS solution must also include a robust training package which allows for training monitoring evaluation as well as certification and re certification of operations staff The Supplier must provide all hardware and software required for the complete functionality of the OTS solution The Supplier shall also provide training for engineers as well as end users trainers

يجب أن يوفر المورد حلاً كاملاً لمحاكاة تدريب المشغل OTS لمجمع زيت الوقود منخفض الكبريت LSFO التابع للشركة يجب أن تغطي نماذج OTS جميع الوحدات المشاركة في المجمع وتشمل هذه ما يلي رقم 2 وحدة الكبريت الهيدروجيني 2HDU رقم 1 معمل الهيدروجين 1H2P رقم 6 وحدة التقطير الفراغي 6VDU رقم 3 الكبريت وحدة الاسترداد رقم 2 وحدة معالجة الغاز الخلفي 3SRU 2TGTU ورقم 4 وحدة استخلاص الكبريت 4SRU يجب أن يشتمل حل OTS أيضًا على حزمة تدريب قوية تسمح بالتدريب والمراقبة والتقييم فضلاً عن إصدار الشهادات وإعادة اعتماد موظفي العمليات يجب على المورد توفير جميع الأجهزة والبرامج المطلوبة للوظيفة الكاملة لحل OTS و يجب على المورد أيضًا توفير التدريب للمهندسين وكذلك المستخدمين النهائيين المدربين

MANDATORY CRITERIA:

The BIDDER must provide a direct connect OTS. The OTS must directly connect to the refinery DCS for the related unit(s). The process

models developed must be connected to the Yokogawa Centum VP HIS.

The BIDDER must provide evidence of at least 5 (five) OTS implementations on downstream oil refinery process units. These must include

a minimum of one Hydrotreating Unit, one Hydrogen Plant and one Claus Process Sulphur Recovery Unit.

The BIDDER’s solution must include an auditable training package which can be used for certification and training performance evaluation

All licenses provided for simulation, training and process modelling must be valid for 5 years, at minimum

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 30 March 2023
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
