Production of Flags for Bahrain International Airport for two years

Bahrain Airport Company (BAC) is seeking the services of a Flag Production agency for the purpose of printing & producing pole flags for Bahrain International Airport for two years.

The successful bidder is expected to print, produce & deliver the flags in batches and as per Bahrain Airport Company’s requirements.

Mandatory Requirements

The Bidders shall meet the mandatory requirements mentioned in BTB’s portal and the tender advertisement to qualify for the technical/financial evaluation:

· The bidders are required to attend an inspection visit at Gulf Air’s headquarters to ensure that the standards of their proposals match the standards of the current flags used at Bahrain International Airport. Bidders will be contacted to confirm the inspection visit date and time.

· The bidders are requested to submit proof of previously produced flags with similar specifications & quantities for a prestigious organization. Proof can be submitted in the form of images of previously produced flags with similar specifications and/or an agreement with a prestigious organization.

· The bidder is to fill in the BOQ in Appendix 1 (Document 4 of the RFP), agreeing to the materials and specifications of the required flags.

· The bidder must submit at least one sample for each of the four flags types and sizes mentioned in the BOQ (i.e., one sample for per flag size & type), with all the requirements adhered to including the sizes (Tergal Fabric sublimation printing – white & full color – including Inner Layer to avoid mirroring, stitched requirements for Bahrain Flags, Printed Airline & GCC Flags). The samples are to be submitted to the procurement department alongside the submission of the initial bond.

إنتاج أعلام لمطار البحرين الدولي لفترة عامين

تسعى شركة مطار البحرين (BAC) إلى التعاقد مع جهة متخصصة في إنتاج الأعلام، وذلك لغرض طباعة وإنتاج أعمدة أعلام لمطار البحرين الدولي لعامين.

ويتوقع من الجهة الفائزة بالعطاء طباعة، إنتاج، وتسليم الأعلام على دفعات ووفقًا لمتطلبات شركة مطار البحرين.

المتطلبات الإلزامية

يجب على مقدمي العطاءات استيفاء المتطلبات الإلزامية المذكورة في بوابة مجلس المناقصات والمزايدات والإعلان الخاص بالمناقصة، وذلك للتأهل للتقييم الفني والمالي، وتشمل ما يلي:

يُطلب من مقدمي العطاءات حضور زيارة ميدانية تفقدية إلى المقر الرئيسي لشركة طيران الخليج، وذلك بهدف التأكد من أن معايير عروضهم تتوافق مع معايير الأعلام الحالية المستخدمة في مطار البحرين الدولي. سيتم التواصل مع مقدمي العطاءات لتأكيد موعد وتاريخ الزيارة الميدانية.
يُطلب من مقدمي العطاءات تقديم إثبات يوضح قيامهم سابقًا بإنتاج أعلام بمواصفات وكميات مماثلة لجهة مرموقة. يمكن تقديم الإثباتات على شكل صور للأعلام التي تم إنتاجها سابقًا بمواصفات مماثلة و/أو عقد مع منظمة مرموقة.
يجب على مقدم العطاء تعبئة جدول قائمة الكميات (BOQ) الواردفي الملحق رقم (1) – (المستند رقم 4 من وثيقة طلب تقديم العروض RFP) ، بما يفيد موافقته على المواد والمواصفات المطلوبة للأعلام.
يجب على مقدم العطاء تقديم عينة واحدة على الأقل لكل نوع ومقاس من الأعلام الأربعة المذكورة في جدول قائمة الكميات (أي عينة واحدة لكل نوع ومقاس علم)، مع الالتزام بجميع المتطلبات بما في ذلك المقاسات (قماش تيرغال بتقنية طباعة السوبليميشن - باللون الأبيض والألوان الكاملة- مع وجود طبقة داخلية لتفادي الانعكاس، والالتزام بمتطلبات الخياطة الخاصة بأعلام البحرين، وطباعة أعلام شركات الطيران وأعلام دول مجلس التعاون الخليجي).في وقت تقديم الضمان الابتدائي، يجب على مقدم العطاء تقديم العينات إلى إدارة المشتريات معًا.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 30 July 2025
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
