Bahrain Mumtalakat Holding Company wishes to appoint a service provider to facilitate technical and support services for the SAP SuccessFactors platform for a period of one (01) year as per the requirements and specifications mentioned in the tender documents. The goal is to ensure stability to current functionalities and continually enhance the overall platform. The appointment shall be processed through a tender.

Mandatory Requirements:

1)     Bidder’s Designation: Bidder holds either of the following recognitions from SAP:

·       Gold Partner.

·       Platinum Partner.

2)     Bidder’s Resources: Availability of resources in following SAP SuccessFactors workstreams:

·       Employee Central and Self-Service

·       Performance and Goals Management

·       Succession & Development Planning

·       Onboarding, Offboarding & Learning

·       Analytics (SAC) and Integrations (CPI)

3)     Support Manager Profile: The Bidder must nominate a dedicated Support Manager for this engagement who meets all of the following:

·       Minimum 5 years of experience managing SAP SuccessFactors projects end-to-end.

·       Completed at least 3 full-cycle SAP SuccessFactors implementations, including post-go-live support.

·       Demonstrated cross-functional understanding of all key modules and how issues in one (e.g., Employee Central) affect others.

·       Strong functional expertise to interpret scope/tickets and drive end-to-end resolution across modules.

·       Acts as a functional lead as well as a support manager.

1)    تصنيف مقدم العطاء: يجب أن يكون مقدم العطاء حاصلاً على أحد التصنيفين التاليين من SAP:

·       شريك ذهبي.

·       شريك بلاتيني.

2)    موارد مقدم العطاء: توفر الموارد في مسارات عمل SAP SuccessFactors التالية:

·       إدارة بيانات الموظفين والخدمة الذاتية (Employee Central & Self-Service)

·       إدارة الأداء والأهداف (Performance & Goals Management)

·       تخطيط التعاقب والتطوير (Succession & Development Planning)

·       إجراءات الانضمام والمغادرة والتعلم (Onboarding, Offboarding & Learning)

·       التحليلات (SAC) والتكاملات (CPI)

3)    ملف مدير الدعم: يجب على مقدم العطاء ترشيح مدير دعم مخصص لهذا التعاقد، على أن يستوفي جميع المتطلبات التالية:

·       خبرة لا تقل عن 5 سنوات في إدارة مشاريع SAP SuccessFactors من البداية إلى النهاية.

·       إتمام ما لا يقل عن 3 عمليات تنفيذ كاملة لدورة SAP SuccessFactors، بما في ذلك دعم ما بعد الإطلاق.

·       إظهار فهم شامل متعدد الوظائف لجميع الوحدات الرئيسية وكيفية تأثير المشكلات في إحداها (مثل Employee Central) على الوحدات الأخرى.

·       خبرة وظيفية قوية لتمكينه من تفسير نطاق العمل/طلبات الدعم وقيادة الحلول الشاملة عبر مختلف الوحدات.

·       أن يقوم بدور قائد وظيفي بالإضافة إلى كونه مدير دعم.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 09 April 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
