MANDATORY CRITERIA
1-Bidder has provided documentary evidence that they have experience with handling equilibriumcatalyst (e-cat), or they have an agreement in place with a third party that handles FCC e-cat. A copyof the agreement shall be submitted along with the bid.
2- Bidder has provided confirmation that Bapco FCC e-cat will not be used as landfill, and the e-cat reuseor destruction will be only carried out in an environmentally acceptable manner e.g. cement industry,metal casting, mineral wool manufacturing or building panel manufacturing.
3-Bidder has provided confirmation that certificates of destruction for the e-cat disposal will be providedto Bapco
4-Bidder provided a copy of an official “No Objection Certificate" for handling/importing e-cat into thedestination country (where applicable) from the relevant competent authority
5- Bidder has provided confirmation that compliance with international safety standards (bidder tospecify) for handling, storage and reuse or destruction of the e-cat will be the sole responsibility of thebidder.
6- The bidder has an auditable and active Safety, Health, Environment and Quality policy within theirorganization and which compliant to ISO 9001:2015 and ISO 14001:2015

The Fluid Catalytic Cracking Unit (FCCU) at Bapco Refinery uses fine powdered catalyst to convert low value heavy oil into lighter more valuable products. The circulating catalyst inventory is called ‘equilibrium catalyst’ or e-cat. E-cat is routinely unloaded from the FCCU as part of normal operation and stored in big bags. It must be disposed of in an environmentally acceptable way in accordance with Bapco Refining EHS requirements, and national and international laws.
