Tender Description

MPFM it is a technology considers as a replacement for the conventional test separator in some applications and according to the wells envelope. This scope of work together with the QMS and sample drawings attached referred herein defines the minimum requirements for Design & Engineering and Supplier Sub Supplier Drawing Review manufacturing and inspection and testing and painting and rust proof coating and supply of spring type of pipe support. The scope of work for vendor manufacturer with respect to this package shall include but not limited to Design & Engineering and Supplier Sub Supplier Drawing Review and Manufacturing and Testing and Painting and Coating for Rust Proof and Inspections by Third Party Inspector and Documentation like submission of MTC’s procedures ITP etc and Transportation. Applicant shall confirm the complete compliance to applicable specification in the offer. Any deviation from this specification shall be clearly and categorically indicated in the offer

Mandatory Technical Criteria
All Applicant must pass this mandatory section. Failure of Applicant to meet any of the criteria in this section will result in technical failure. Applicant shall confirm compliance in writing for each of the listed criteria.

1.1 Applicant has to meet applicable HSE requirements such as  HSE PLAN - Contractors tosubmit a copy of their Company's HSE Plan including Skill along with HSE Training Marix.

1.2 Applicant has to  submit the HSE QUESTIONAIRE completed with acceptable responses: - Focus on IIR &Severity Rate information for the last 3 years and adequacy of Applicant responses to the other questionaire information requests. along with supporting documents as proof of evidence.

2)    Quality Assurance and Quality Control
2.1Applicant has to submit the QMS questionnaire with supporting documents required for each question.

* Applicant submits QMS Questionaire along with supporting documents  = Pass
* Applicant submits QMS Questionaire without supporting documents, with incomplete supporting documents or did not submit at all = Fail

2.2The Applicant shall submit a Project QA/QC Organization Chart along with a detailed Curriculum Vitae (CV) for each proposed QA/QC representative. The CV must demonstrate:

1. Degree/Diploma in Instrumentation Engineering
2. a minimum of five (5) years of verifiable experience in Instrumentation discipline, and
3. a minimum of five (5) years of relevant work in the Oil & Gas industry.

* Applicant submits QA/QC Organization Chart with Qualified CV as per skills required above  = Pass
* Applicant submits QA/QC Organization Chart without Qualified CV or did not submit at all  = Fail

2.3 Applicant has to submit sample Manufacturing Record Book (MRB) for the proposed MPFM meter. The MRB shall include relevant engineering drawings, applicable certifications such as ISO 9001, API, and ASME, standard references, material test certificates (MTCs), testing and inspection records, procedures, welding documentation, painting records, etc. and the final release note.

2.4Applicant's (Manufacturer) offered product (MPFM ) is operated in GCC Oil and Gas companies. (Minimum 3 Operators) Applicant has to submit a copy of the latest approval letter or recent order or contracts as proof of evidence.

* Applicant did not submit proof of evidence = Fail

2.5Contractor operates an effective documented quality management system based on the requirements of ISO 9001:2015, or a COMPANY approved equivalent such as ASME or API. Certification has to be submitted as proof of evidence.

3)      Financial  Requirements
3.1

Submission of the last three (3) years (years 2022, 2023 and 2024) auditedfinancial statements with Clean (unqualified) Audit Opinion.

4)      Operation Requirements
4.1
Applicant has to submit letter of compliance in conformance to Section 6 of the Scope of Work.

4.4 Applicant must have adequate service infrastructure and technical support capabilities within the GCC to support well testing operations. The Applicant shall submit valid evidence for the following:

1. Authorization to Supply MPFM (OEM or Official Dealer). Applicant must provide at least one of the following:
*Valid OEM Certificate (IF APPLICANT IS A MANUFACTURER)

* Official Dealership/Authorization Certificate issued by the OEM, with a minimum validity of 2 years. (IF APPLICANT IS LOCAL DELAER WITHIN THE GCC)


2. Presence of an Operational GCC-Based Service Centre. Applicant must provide documentary proof of at least one operational service center within the GCC by providing the following evidences (MUST PROVIDE BOTH 2)

* Certificate of Registration (Updated/Valid)
* OEM‐issued Authorized Service Centre Certificate.

3. Availability of Local Technical Support / SMEs in GCC. Applicant must demonstrate the presence of technical personnel within the GCC by providing the following evidence. (MUST PROVIDE BOTH 2 )

* OEM Certification
* Organizational Chart showing Technical Support Structure in GCC.


 

* Applicant submits ALL  the required evidences stated above = Pass

* Applicant failed to submit the required evidences or did not submit al all = Fail

Only the Applicants who have passed Criteria 01, 02, 03 and 04of the technical evaluation shall be scored under (Criteria 5) of thetechnical evaluation. 5.2 Turndown ratio (e.g., 10:1 or 20:1) – Ability to measure accurately at low flow rates.
The acceptable range of MPFM DP  mustcover the flow rate range from minimum 30 mBar to maximum 5000 mBar .

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 23 April 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-.
  • For Two-envelope tenders, bidders, are requested to attach the initial bond as stated above and it must be included within the technical bid.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Bank Transfer (or as specified in the Tender Documents) valid for the duration specified above.
  • If the bidder chooses to submit the initial bond in the form of a Bank transfer, the guarantee amount must be provided as a fixed amount mentioned and not as a percentage of the bid value.

  • In addition, the following shall be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid Bahrainisation Certificate issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises (SMEs)are eligible to obtain 10% preference in the financial evaluation stage when participating in tenders, and in auctions related to service facilities within government entities premises, however this shall not apply to tenders of a special nature.
