The Ministry of Social Development (MOSD) intends to issue a tender Supply, Installation, and Commissioning of Avaya Cloud IP Telephony Solution with Managed Services for MOSD. Bidders must strictly comply with all requirements as specified in the attached tender documents and conditions.

Mandatory Requirements

 

Bidders who fail to comply with the following mandatory criteria will result in the disqualification of their bid from the technical and financial evaluation:

 

1. Annexure 6(Previous Works)

Biddersmust fulfill the following mandatory criteria of Previous Works:

 

  1. Submission of Annexure 6: Bidders must fully complete andsubmit the Previous Works Table (Annexure 6). To be considered forevaluation, the Bidder must provide the following details foreach listed project:

 

a)  Project Name: Formal title of the project.

b)  ProjectDuration: Totallength of the contract (e.g., 24 months).

c)  Project StartDate: (DD/MM/YYYY).

d)  Project EndDate: (DD/MM/YYYY).

e)  TheBeneficiary: Name ofthe client/entity (e.g., Ministry, Bank, etc.).

f)  Number of Extensions: Total number of active telephonyextensions/endpoints delivered in that project.

g)  Project TotalValue: The totalcontract value in BHD.

 

 

  1. Supporting Evidence: Bidders MUST attachofficial supporting documentation for every project listed in Annexure6. Acceptable evidence includes:
    • Project CompletionCertificates.
    • Final Acceptance Letters.
    • Signed Contract Agreements(showing the total value and duration).
    • Note: If no evidence isprovided for a listed project, that project will be excluded fromscoring. If evidence is missing for all listed projects, the entire bidwill be disqualified.
  2. Minimum Contract Duration: Only projects with an originalcontract duration of twelve (12) months or more will be acceptedas valid experience. Projects shorter than one year will be disregarded.

4.    Single EntryRule: Each contractmust be listed only once. Bidders are strictly prohibited from listinga single multi-year contract as separate entries for each year.

Action:If a bidder lists the same contract multiple times, the Evaluation Team willmerge them into a single entry. The total cumulative value will be used for"Previous Work" scoring, but it will count as only one (1) projectfor "Market Stability" scoring.

 

  1. Verification of Experience: All listed experience must fallwithin the last 7 years (2020–2026).

 

  1. Minimum Experience: The Bidder MUST list andprovide evidence for a minimum of one (1) completed project of asimilar nature.

 

2. PartnerCertification

BiddersMUST attach a valid Avaya Partnership Certificate issued by Avaya.

3. Partnership Status

Thebidder must be a telecommunications provider licensed by theTelecommunications Regulatory Authority (TRA) in Bahrain. The bidder must bea direct partner of the OEM, not a sub-contractor or third-party integrator.The telecommunications Providermust be operating within the Kingdom of Bahrain.

4. Cloud TelephonyExpertise

Thetelecommunications Provider must submit at least one reference for Cloud IPTelephony systems supporting minimum 400 extensions each.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 13 May 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-.
  • For Two-envelope tenders, bidders, are requested to attach the initial bond as stated above and it must be included within the technical bid.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Bank Transfer (or as specified in the Tender Documents) valid for the duration specified above.
  • If the bidder chooses to submit the initial bond in the form of a Bank transfer, the guarantee amount must be provided as a fixed amount mentioned and not as a percentage of the bid value.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • In addition, the following shall be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid Bahrainisation Certificate issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises (SMEs)are eligible to obtain 10% preference in the financial evaluation stage when participating in tenders, and in auctions related to service facilities within government entities premises, however this shall not apply to tenders of a special nature. SMEs bidders shall submit along with their bids the valid SMEs Certificate issued by the Ministry of Industry and Commerce, which can be obtained through the following link (https://www.moic.gov.bh/index.php/en/sme_services)
