تسعى هيئة الكهرباء والماء (EWA) إلى الحصول على عطاءات من شركات التصميم والتطوير المؤهلة لتصميم وتطوير عملية التعرف على عميلك الإلكترونية (e-KYC) للقنوات الإلكترونية التابعة لهيئة الكهرباء والماء. الهدف من هذه المبادرة هو رفع مستوى تجربة العملاء ومشاركتهم من خلال تقديم خدمات e-KYC الإلكترونية المتكاملة وسهلة الاستخدام عبر الإنترنت والتي تضمن إمكانية الوصول إليها لجميع المستخدمين.

1.    MANDATORY Requirements

 Bidders shall follow and meet the following mandatory/essential requirements. Offers not complying to any of  the following shall be rejected and not considered for evaluation:

1.      Confirmation from the bidder that the full ownership of source code and all associated eKYC solution assets without any sort of vendor locking features or functionality will be transferred to EWA. Excluding the document verification and liveness verification main engine.

2.      Confirmation from the bidder to provide eKYC solution content management training and technical users training.

3.      The eKYC solution Must be hosted within EWA hosting Platform in AWS.

4.      The solution must be easy to integrate with any other platform, such as mobile app or a website.

5.      The minimum warranty period is 6 months after successful launch.

6.      The bidder must have delivered at least one (1) similar projects for governmental or Banking or Telecom or other major entity that was complete within the past two (2) years.

7.      The solution Must be customized to meet EWA’s Electronic channel requirements, with the same UI (User Interface) and UX (User experience), and representing only EWA branding.

8.       Fast recognition of identity documents (Passport or ID Cards) and facial liveness within an average of less than 30 seconds  per recognition from a customer experience perspective

9.      The solution must be iBeta Level- 1& 2 Compliance

10.  The solution should have multiple security features to prevent video injection attacks and must have presentation attack detections

11.  The EKYC solution must be delivered within 2 weeks form the awarding date.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 24 March 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Micro, small and medium enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
