This project includes the construction of an expansion of the existing Ministry of Foreign Affairs Headquarters building with all necessary components, including, but not limited to, structural elements, comprehensive interior fit-out (such as walls, floors and ceilings, along with civil works including painting), infrastructure and advanced equipment. This RFP aims to engage a contractor on a “turnkey” design and build basis, ensuring the comprehensive inclusion of all relevant works as outlined in the Bill of Quantities and project-specific requirements, including IT requirements. It is necessary to point out that this project includes specific design requirements during the design phase, in addition to implementation requirements throughout the implementation phase. These phases are critical to ensuring that the project not only meets the State Department's immediate operational needs, but also adheres to the highest standards of quality and functionality.

Bidders are expected to demonstrate their ability to effectively meet these requirements, ensuring a smooth transition from design to implementation, consistent with the MoFA strategic objectives and operational guidelines.

The attached Bill of Quantities is provided to illustrate the specific requirements of the Ministry of Foreign Affairs and the conceptual layout of all areas identified. The appointed bidder is anticipated to review and suggest modifications to the design subject to MoFA  approval. The specifications contained herein are intended to define the required standards and preferred style of the owner. Bidders may propose alternative products of similar standard and appearance that have already been manufactured.

The below items are mandatory. Failure to submit these items will disqualify the tenderer:

1- Provide a method statement of how the project will be executed based on the Project Requirements.

2- Proposed Program Timeline - A detailed program timeline indicating a realistic sequence of events/phases for the proposed Project Requirements.

3- Experience requirements of Key personnel on the project (detailed, outlined CVs are required) - Well Experienced Architect, Civil Engineer, Electrical Engineer, Mechanical/Plumbing Engineer - (The proposed Key Personnel must be registered under the same company)

4- Provide details of completed projects carried out in the past 7 years, that are similar in nature to the Project Requirements.

 يتم تقديم فاتورة الكميات المرفقة لتوضيح المتطلبات المحددة لوزارة الخارجية والتخطيط المفاهيمي لجميع المجال المحددة. يقوم مقدم العطاء المعين بمراجعة واقتراح تعديلات على التصميم بعد الحصول على موافقة وزارة الخارجية. تهدف المواصفات الواردة هنا إلى تحديد المعايير المطلوبة والأسلوب المفضل للمالك. يجوز لمقدمي العروض اقتراح منتجات بديلة ذات معايير ومظهر مماثل تم تصنيعها بالفعل.

-- العناصر المبينة آدناه إلزامية، عدم تقديم هذه العناصر سيؤدي إلى استبعاد مقدم العطاء:

1- توفير بيان عن كيفية تنفيذ المشروع وذلك بناءً على متطلبات المشروع.

2- توفير برنامج الزمني المقترح (جدول زمني مفصل يشير إلى تسلسل واقعي للأحداث/ المراحل لمتطلبات المشروع المقترحة.

3- متطلبات الخبرة للأفراد الرئيسيين في المشروع (السيرة الذاتية مفصلة وواضحة) والتي تشمل: معماري متمرس، مهندس مدني، مهندس كهربائي، مهندس ميكانيكي/ سباكة. (يجب أن يكون الفرد المقترح مسجل على نفس الشركة).

4- توفير تفاصيل المشاريع المكتملة التي تم تنفيذها في السنوات الـ 7 الماضية، والتي تشابه في طبيعتها متطلبات المشروع.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Thursday, 25 April 2024
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
