The scope also includes the provision of maintenance support services after the supply of Mobile Command Vehicle for a period of 3 years (after the initial 2 years of warrantee period).

يشمل نطاق التوريدوالخدمات توريد مركبة قيادة متنقلة، بما في ذلك بناء هيكلها، بما يتوافق معالمواصفات والمتطلبات الواردة في ورقة المواصفات والمتطلبات المرفقة بالعطاء.كما يشمل النطاق تقديم خدمات دعم الصيانة بعد توريد مركبة القيادة المتنقلة لمدةثلاث سنوات (بعد أول سنتين من فترة الضمان).

1MANDATORYPASS/FAIL CRITERIA
The Bidder or Bidder's agent must provide the following details with documentary evidence. Only bids meeting all Mandatory Criteria will proceed to technical and commercial evaluation.
1.1Bidder / supplier shall have full compliance to the Bapco refining’s Request For Quotation (RFQ) specifications, requirements and standards.
If the bidder has any deviations, queries, and intends to propose any deviations to the RFQ Specifications/ Standards, bidder shall submit the same during pre-bid period and the same shall be clarified to all the bidders through addendums prior to the submission of bid. 
Bidder shall not include any deviations, assumptions, or changes to RFQ in its bid. 
Any bid containing any deviations and changes shall be rejected without any further correspondence and will not be considered for evaluation.
1.2The Bidder shall have minimum of  twenty (20) years’ experience in the field of building such Mobile Command Vehicle with knowledge and expertise in repairs and maintenance of a wide range of Heavy Trucks/Fire Trucks.
Supporting documents/ details such as previous Purchase Orders/ Delivery notes for trucks, related certificates proving the requirement, or any other evidence meeting the criteria shall be provided with the bid.

1.3The Bidder shall have built a minimum of 5 Mobile Command Vehicle in the last ten(10) years for the major entities in Local/GCC/International. 
Supporting documents/ details of previous delivery notes/ Purchase Orders for trucks, agreements, or other proof meeting the criteria shall be provided with the bid.

1.4Maintenance& Services facilities in Bahrain:
The bidder shall have a suitably sized and equipped maintenance facility to accommodate and conduct the service maintenance activities for the MCV and fire truck for 5-years as per below mentioned requirements.
The facility must have suitable wash facilities and an enclosed area for the rebuilding of engines, transmissions and hydraulic components and a separate denting and painting facility and booth. 
a.        The location of the facility must be reasonably accessible from the Bapco Refinery. 
b.       The bidder should own or have access to reliable and safe mobile workshop (VAN)with full needed equipment to provide required maintenance.
* Supporting documents proving ownership of the facility shall be provided with the bid.
If the bidder doesn’t have the ownership of the facility within Bahrain, the Bidder shall submit Joint Venture/ Agreement with the capable facility owner meeting the requirements, valid for the contract period.
* Supporting documents proving ownership of mobile workshop(VAN) or long-term agreement. With photos for the same as proof.

How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 06 August 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
