شمل النطاق الهندسة والمشتريات والبناء والتشغيل لمبنى المحطات الفرعية المقاومة للانفجار والتكييف و FوG والطاقة الصغيرة والإضاءة وتوجيه الكابلات إلى الأحمال البعيدة والمحطات الفرعية بالإضافة إلى تركيب واختبار وتشغيل المعدات المجانية الإصدار مثل 4 من المفاتيح الكهربائية 2 4 كيلو فولت 3 من 480 فولت مراكز عملائي شاحن DC والبطاريات 2 من محولات HV و NERs 1 من HV Motors 1 قبالة EDGs ولوحة التحكم الرئيسية المرتبطة بها خزان الوقود كابلات الطاقة والتحكم والأدوات إلخ

MANDATORY CRITERIA

TECHNICAL COMPLIANCETO THE SPECIFICATIONS AND STANDARDS

BIDDER / SUPPLIER shall understandthe scope of work, specifications and conditions specified in the TenderDocuments and submit their bids clear and complete as per the requirementsspecified in the Tender Documents.
BIDDER / SUPPLIER shall conform to the scope, standards, technical andcommercial terms mentioned in the Tender Documents. Any deviations shall beaddressed during the tendering stage via technical queries.

BIDDER / SUPPLIER to fill the data in the ATTACHMENT A

BIDDER / SUPPLIER musthave successfully completed Electrical Substation of 5MW or larger scope onits own directly without formation of Joint Venture or consortium orcollaboration (if Joint venture was there then Consultant shall prove to bethe lead) (any proposals submitted as Joint Ventures or intention to formJoint Ventures shall be rejected) to Petroleum/ Petrochemical client or PowerPlant Operating companies in Kingdom of Bahrain and Middle-east, during thepast 10 years.
BIDDER / SUPPLIER shall have proven experience in delivering (Engineering,Procurement, Construction, Commissioning) the Electrical Substations with theMajor Substation equipment comprising the Medium Voltage (MV) Switchgear,High Voltage (HV) Transformers, Low Voltage (LV) Switchgear, DC Chargers,HVAC systems, Substation Building and ancillaries. These projects must besuccessfully implemented and be in operation.

BIDDER / SUPPLIER to fill the data in the ATTACHMENT B

BIDDER / SUPPLIER shall provide relevant ISO certification andQuality policies and procedures that are implemented within theirEngineering, Design, Procurement, Construction and Commissioning services.BIDDER / SUPPLIER to fill the data in the ATTACHMENT C

Engineering, Procurement,Construction, Commissioning MANPOWER and "In House" EngineeringCapabilities
BIDDER / SUPPLIER shall have experienced Project Management personnel, afull-fledged multi-disciplinary Engineering divisions and Engineers to carryout detailed engineering. BIDDER / SUPPLIER shall have their own constructionmanagers and supervisors.BIDDER / SUPPLIER shall have their own software forplanning, tracking and reporting the Project progress. Bidders shall haveexperienced QA/QC personnel. BIDDER / SUPPLIER shall have in-house draftingcapabilities including suitabily qualified and experienced in-house Designcapabilities (AutoCAD), computers, software, CAD drafting facility to provideassistance when required for execution of work using AutoCAD 2010 (or laterversions). BIDDER / SUPPLIER shall submit the supporting documents in theevidence of possessing such personnel, AutoCAD Designer, Computers, softwareetc." BIDDER / SUPPLIER shall provide nominated personnel for the scopeof work in ATTACHMENT D, and shallsubmit corresponding CVs. BIDDER / SUPPLIER shall nominate their approvedsubcontractors and submit letter of intent from subcontractors.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Sunday, 14 January 2024
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.
The bids deposit place: (As Mentioned in the Tender Documents)
This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
