Tender Description

General Sports Authority is committed to enhancing and developing its sports facilities accross the Kingdom of Bahrain through strategic maintenance and infrastructure improvement initiatives. This project encompasses CCTV rectification works across various GSA facilities, with full camera replacement at Khalifa Sports City (KSC) and Al Diar Club, and replacement of faulty CCTV components at other facilities.The works also include the implementation of a centralized monitoring system at three GSA facilities, in addition to the provision of annual and quarterly maintenance services. All works shall be carried out in compliance with applicable regulations and safety requirements.

تتطلع الهيئة العامة للرياضة إلى تعزيز وتطوير منشآتها الرياضية الكائنة في مواقع مختلفة بمملكة البحرين من خلال مبادرات استراتيجية للصيانة وتحسين البنية التحتية. ويشمل هذا المشروع أعمال تصحيح وتطوير أنظمة المراقبة التلفزيونية (CCTV) في مختلف منشآت الهيئة، بما في ذلك الاستبدال الكامل للكاميرات في مدينة خليفة الرياضية ونادي الدير، واستبدال مكونات أنظمة المراقبة المعطلة في المنشآت الأخرى التابعة للهيئة. كما يشمل نطاق الأعمال إنشاء نظام مراقبة مركزي في ثلاثة منشآت تابعة للهيئة، بالإضافة إلى تقديم خدمات الصيانة السنوية والصيانة الدورية (الربع سنوية). وستُنفذ جميع الأعمال وفقاً للأنظمة واللوائح المعمول بها، مع الالتزام الكامل بمتطلبات السلامة والمعايير الفنية المعتمدة.

Mandatory Criteria:

  • SubmittedCompliance letter confirming that the proposed devices are compatible withthe existing system as mentioned in BOQ to make the complete system fullyoperating after the rectification work. Provide letters listing out all 23facilities and the materials proposed for each facility confirming itscompatibility with the existing system.
    Technical Evaluation will be done if and only if the ComplianceLetter is submitted.
    If the Compliance Letter is not submitted the Bidder will be disqualified.

المعايير الإلزامية

  • يجب تقديم خطاب التزام (Compliance Letter) يؤكد أن الأجهزة المقترحة متوافقة مع النظام القائم وفقاًلما هو مذكور في جدول الكميات (BOQ)، وذلك لضمان تشغيل النظام بالكامل بعدتنفيذ أعمال التصحيح والصيانة. علىمقدم العطاء تقديم خطابات تتضمن جميع المواقع البالغ عددها (23) منشأة، معبيان المواد والمعدات المقترحة لكل منشأة، والتأكيد على توافقها مع النظامالقائم.

لن يتم إدراج العرض ضمن مرحلة التقييم الفني ما لم يتم تقديم خطاب الالتزام (Compliance Letter).

وفي حال عدم تقديم خطاب الالتزام، سيتم استبعاد مقدم العطاء وعدم إدراجه ضمن مرحلة التقييم الفني.



How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 07 October 2026
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-.
  • For Two-envelope tenders, bidders, are requested to attach the initial bond as stated above and it must be included within the technical bid.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Bank Transfer (or as specified in the Tender Documents) valid for the duration specified above.
  • If the bidder chooses to submit the initial bond in the form of a Bank transfer, the guarantee amount must be provided as a fixed amount mentioned and not as a percentage of the bid value.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • In addition, the following shall be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid Bahrainisation Certificate issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises (SMEs)are eligible to obtain 10% preference in the financial evaluation stage when participating in tenders, and in auctions related to service facilities within government entities premises, however this shall not apply to tenders of a special nature. SMEs bidders shall submit along with their bids the valid SMEs Certificate issued by the Ministry of Industry and Commerce, which can be obtained through the following link (https://www.moic.gov.bh/index.php/en/sme_services)
