The scope comprises the provision of all services, including but not limited to management, supervision, manpower, equipment, consumables, etc., as required by the Company’s Maintenance Division and Warehouse Section to provide the hire services of the equipment and manpower as detailed in the tender specifications.


1.   CONTRACTOR MANDATORY TECHNICAL QUALIFICATION CRITERIA

1.1.    The Contractor shall provide documentary proof with their Tender Submission that forklifts/machinery hire is part of their core business and shall provide documentary evidence that they have at least two (2) years experience providing forklifts hire service to major industries in Bahrain (i.e. Client letters of reference, copies of purchase orders/agreements issued for work).

1.2.    The Contractor shall have in their full-time employment the following minimum manpower resources that meet trade skills & work experience requirements:

a) Six (6) Forklift Operators,

b) One (1) Forklift Supervisor

c) One Safety Officer that has NEBOSH International General Certificate in Occupational Health and Safety Level 3 that shall meet the trade skills and have 3 years' experience

CV’s of the proposed personnel shall be submitted to substantiate the manpower claim.

1.3.   The Contractor shall provide the following equipment that is diesel engine driven, less than 3 years old, in very good condition, comply with the tender specifications; and comply with either European Machinery Directive 2006/42/EC (or its latest issues/amendments), OSHA/ANSI, or JISC standards:

a)        Two (2) no. Forklift Trucks: 3 ton capacity

b)       One (1) no. Forklift Trucks: 3 ton capacity, fitted with "Enhanced Diesel Engine Protection" devices that comply with the tender specifications.

c)        One (1) Manlift: 20 to 25 m boom, diesel engine driven, 200 kg to 300 kg platform capacity.

The Contractor shall provide evidence that the equipment is readily available with the contractor; or they shall provide commitment letter and evidence that they can purchase and mobilize the equipment within 4 months of the award of the contract. Alternatively, for Manlifts only, the contractor shall present an agreement (in the form of an existing Joint Venture or Memorandum of Understanding) with Manlift supplier to cross-hire from and supply Manlifts that meet tender specifications at the rates specified in the Schedule of Rates. The 3rd party Manlift Supplier will be evaluated for compliance with Mandatory criteria 2.1 above.

Documentary evidence shall be submitted to substantiate compliance of the equipment to the tender specifications.

NOTE: Only contractors complying with all mandatory criteria (Clause 2) will be considered for the second stage of evaluation by assessing their compliance to the weighted criteria (Clause 3). All documents specified under Clause 2 must be submitted with bid as evidence to substantiate the contractor's compliance to all the mandatory & weighted criteria.

  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
