English Title: Provision of Scaffolding Services for Duration of Six (6) Years at Bapco Refining

 

Scope of work (Arabic):

يتضمن العمل توفير الموارد والتصميم وتركيب السقالات والتفتيش والتعديل والتفكيك وإزالة السقالات، وبالتالي توفير وسيلة آمنة للوصول / الخروج من مواقع العمل داخل مناطق العمل التابعة للشركة

,MANDATORY CRITERIA
1-The Bidder shall have at least Five (5) years work experience over the last ten(10) years in the Oil, Gas or Petrochemical Industry with sound record inproviding major scaffolding services including for process plant routinemaintenance or turnarounds or major tank repair work Documentary evidence shall be provided to substantiate above requirement andbidder shall submit required information as per Appendix L
2-The Bidder shall provide proof that they have a fully established facility whichcomprises office building and storage area of at least 2,000 square meters forstorage of bulk scaffold materials. The Bidder’s storage facility should be wellorganized and equipped with the facilities and equipment required for materialsloading/unloading such as, but not limited to; racks/stands, forklifts, loadingbay/dock, etc. If the Bidder’s facility is not currently located in Bahrain, the Bidder shallprovide along with the Bid a Plan and a written commitment indicating readinessto establish a the facility that meets the above specification in Bahrain not laterthan 6 months from contract date, if awarded, or Memorandum of Understandingwith another supplier to lease a facility in Bahrain that meets the aboverequirement.Documentary evidence shall be submitted along with bid to substantiate theabove (proof of ownership or written commitment or Memorandum ofUnderstanding or lease agreement)
3-The Bidder shall meet the following requirement for permanent work force intheir organization for scaffolding work. The approximate trade wise requirementsfor each contract for the subject tender are:(1) Project Manager (1 No.), (2) Scaffold Inspector (3 Nos),(3) Scaffold Supervisor (5 Nos.), (4) Scaffold Foreman (8 Nos), (5) Quantity Surveyor (1 No.), 
,
(6) Scaffolders (75 Nos.) Above listed Manpower shall have adequate technical knowledge and experience in services outlined under the Tender Specification and fully comply with trade skills and experience requirements in File 2 Appendix 'G' attached hereto. The contractor shall be prepared to assign the above listed manpower to the Company's work, if awarded the contract, as required. Valid national identity showing proof of employment for all above categories of workers, and CV for proof of skill and experience for items 1 to 5 above shall be submitted along with the bid.

4-The bidder shall have two (2) Scaffold Designer in their full-time employment as part of their overhead structure with adequate knowledge and experience that meet trade skills and experience requirements as per File 2 Appendix 'G' attached hereto and licensed software tool for Scaffold design calculation (for example STAAD Pro or equivalent). OR a Memorandum of Understanding with a capable engineering service provider or consultant for Scaffold design services who meets the above requirement is acceptable. Documentary evidence shall be submitted along with bid to substantiate the above.

5-The Bidder shall own, as minimum, the following key plants and equipment listed below that are well maintained, in good working condition and safe for use in an Oil & Gas or Petrochemical Industry environment: - 80,000 Nos Standard (galvanised/painted) of different lengths - 80,000 Nos Ledger (galvanised/painted) of different lengths - 48,000 Nos Putlog/Transom (galvanised/painted) of different lengths - 48,000 Nos Tube (galvanised) of different lengths - 160,000 Nos Fittings (assorted) of different types (i.e. ladder clamps, Gravlock couplers, sleeve couplers (joint box), single & double couplers, swivel couplers, board retaining clips, etc.) - 80,000 Nos Timber Board/Plank (micro-laminated) of different lengths - 16,000 Nos Steel Board (galvanised/painted) of different lengths - 400 Nos Ladder Beam (galvanised/painted) of different lengths - 1000 Nos Aluminium /steel Ladder of different lengths - 16,000 Scaffold Screw Jack - 2,000 Scaffold Base Plate Documentary evidence shall be submitted along with bid to substantiate that the Bidder has in their possession all scaffolding materials for each item listed above, in the form of copies of bidder's inventory register or purchase orders/invoices for the list of materials, plants and equipment, as well as maintenance and inspection records. Bapco will physically verify the availability of the same while evaluating the bids.

6-The Bidder shall have a fully auditable and active Safety Policy in operation within their organization and shall be accredited with formal certification for OHSAS 18001 or ISO 45001 certification, which are currently valid or in the process of re-validation. Documentary evidence shall be submitted to substantiate the above and its validity, or other proof if the bidder is in the process of revalidation.

7-The Bidder shall have in their full-time employment, at least two (2) NEBOSH qualified (or equivalent) Safety Officer with minimum 5 years of previous work experience in the Oil and Gas and/ or Petrochemical Plants. Documentary evidence of experience and copies of relevant NEBOSH certificates (or equivalent) of the Safety Officers shall be submitted along with bid.

  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
