Tender Description

The objective of this project is retrofit 66 kV Feeder outdated protection Panel Relays in ETD 66kV Substations. Mentioned substations are electromechanical and static pilot wires-based relays and those relays with the associated accessories are in service for more than 20-40 years and subjected for replacement. The normal life of a protection relay is from 15 to 20 years, following are some major justification points: ● More often to mal-operates ● Communications error and hardware failure ● Unavailability of spares and overpriced ● Aged, outdated and black-listed ● Poor performance This upgrade aims to enhance the safety, reliability, and performance of our electrical system. The scope of work includes the removal of obsolete protection relays, installation of new state of the art protection relays, and ensuring seamless integration with the existing infrastructure.

The Tenderer shall supply Numerical Protection Relays that fully comply with the EWA

ETD specifications as detailed in the attached list.

 

Alternatively, if the specified relay is obsolete or nearing obsolescence, the Tenderer may

propose an upgraded relay, provided that official proof from the OEM must be submitted

for all of the following. Failure to comply shall result in rejection of the offer:

 

     Confirmation that the specified relay is obsolete or nearing obsolescence.

     The proposed upgraded relay must belong to the same product family

and be manufactured by the same factory as in the attached list.

     The proposed upgraded relay must be suitable for transmission voltage levels above

33 kV. (The proof must be a reference list from the OEM indicating the country of

supply, and transmission-level clients where the same relay model has been

successfully delivered and installed)

The tenderer is required to submit a letter from the Original Equipment Manufacturer

(OEM) confirming a 10-year warranty for the product

هدف هذا المشروع هو  تحديث لوحة مرحل مغذّي 66 كيلوفولت في محطات نقل الكهرباء الرئيسية. لوحة مرحل مغذّي 66 كيلوفولت في محطات نقل الكهرباء الرئيسية يعمل منذ أكثر من 20 عامًا وهي بحاجة إلى استبدال. العمر الافتراضي للمعدات يتراوح بين 15 إلى 20 عامًا، وفيما يلي بعض الأسباب الرئيسية لإستبدال المعدات

·         كثرة الأعطال والخلل في التشغيل.

·         أخطاء في الاتصال وفشل في الأجهزة.

·         عدم توفر قطع الغيار وارتفاع تكلفتها.

·         تقادم المعدات وتجاوزها الحد المسموح وعدم اعتمادها.

·         ضعف الأداء.

يهدف هذا التحديث إلى تعزيز السلامة والموثوقية والأداء العام لنظامنا الكهربائي. وتشمل نطاق الأعمال إزالة محولات الحماية القديمة، وتركيب محولات حماية حديثة ومتطورة، وضمان التكامل السلس مع البنية التحتية الحالية.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Wednesday, 08 October 2025
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.
  • The bids deposit place: (As Mentioned in the Tender Documents)
  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
