Bapco Refining intends to enter a Contract for the provision of conventional and advanced Non-Destructive Examination Services. The whole of the works herein known as the Service which is to be performed at the Company’s facilities throughout the plant units inside refinery and contractor facilities. Providing Non-destructive Examinations services including conventional and advanced NDE technology along with qualified manpower and equipments to inspect refinery equipments such as process lines, columns, vessels, reactors, drums, heat exchangers, flare lines and tanks using range of NDE techniques like Radiography, Ultrasonic Testing, Magnetic Particle Testing, Liquid penetrant testing PAUT, IRIS, ECT MFL NFT FSECT etc., to identify potential different types of damage mechanisms before they lead to failures.

تعتزم شركة بابكو للتكرير الدخول في عقد لتقديم خدمات الفحص غير التدميري التقليدية والمتقدمة. يُعرف العمل بأكمله هنا باسم الخدمة التي سيتم تنفيذها في مرافق الشركة في جميع وحدات المصنع داخل المصفاة ومرافق المقاول.

تقديم خدمات الفحص غير التدميري بما في ذلك التكنولوجيا التقليدية والمتقدمة للفحص غير التدميري إلى جانب القوى العاملة المؤهلة والمعدات لفحص معدات المصفاة مثل خطوط العمليات والأعمدة والأوعية والمفاعلات والطبول والمبادلات الحرارية وخطوط الشعلات والخزانات باستخدام مجموعة من تقنيات الفحص غير التدميري مثل التصوير الإشعاعي، الفحص بالموجات فوق الصوتية، الفحص بالجسيمات المغناطيسية، الفحص بالسوائل المتغلغلة، PAUT، IRIS ECT MFL NFT FSECT وغيرها، لتحديد أنواع مختلفة من آليات التلف المحتملة قبل أن تؤدي إلى الفشل.

1.6.1.1    EXPERIENCE:
1.6.1.1.1The Bidder shall provide documentary evidence to prove that they have minimum five (5) years previous work experience in providing NDT services by at least ten (10) years in Oil & Gas or Petrochemical Industry as per Tender Specification (Ref. File no 1 ).                                 

NOTE: Joint Venture with other capable service providers who meet the above requirements is acceptable, and in case of JV, documentary evidence in a form of contract or MOU is to be provided with the bid.

The Bidder shall submit along with the Bid documentary evidence to substantiate above requirement and submit the required information as per Appendix "Appendix C".

1.6.1.2    PLANT & EQUIPMENT:
1.6.1.2.1 The Bidder shall submit, along with their Bid document, a list of the NDT equipments of good quality in reliable conditionand available for use over the duration of the contract. It shall include the following equipment:
1. AUT B scan crawler equipnet for tanks onstream gauging - One (1)unit
2. MFL Tank Floor equipment - One (1) unit
3. PAUT/ToFD equipment- One(1) units
4. LRUT equipment - One (1) unit
5. Tube Inspection equipment capable of carrying out IRIS, ECT,ECA, RFT,MFL -Two(2) units
6.Computed Radiography (CR) - One (1) units
7. Close proximity Radiography equipments - two (2) units
8. Ultrasonic Flaw detectors eight(8) units

The Bidder shall own or be in a long term agreement (JV/subcontractor) for providing the above equipment. Such agreement shall be valid for at least the last 3 years and for the next 5 years. (i.e. for the duration of this contract).
Documentary evidence in the form of third-party calibration certificates from OEM ( original equipmentmanufacturer) or  accrediated calibration laboratory as per ISO/IEC 17025 or proof of purchase or Joint Venture with other capable service providers which meet the above requirements. An audit visit may be conducted by Bapco Refining at the time of bid evaluation to verify and confirm the availability as provided in the bid.

1.6.1.3    HEALTH, SAFETY &ENVIRONMENT:
1.6.1.3.1 The Contractor shall be accredited with formal certification for  OHSAS18001/ ISO 45001 certification, which arecurrently valid or in the process of re-validation.

Documentary evidence shall be submitted to substantiate the above and its validity, or other proof if the bidder is inthe process of revalidation.  
Bidder shall have in their full-time employment, one NEBOSH certified Safety Officers (General Certificate in Occupational Health & Safety Level 3) with minimum three (3) years’ experience in the Oil and Gas Industry. Documentary evidence shall be in the form of CVs of each individual with relevant work experience and certification (NEBOSH) to substantiate theabove.

Note : Only Contractors complying with all Mandatory criteria under (1.0) will be considered for the next stage of evaluation i.e., compliance to the Weighted criteria (2.0). All documents specified under relevant clauses SHALL be submitted along with Bid as evidence to substantiate the Contractor's compliance to all the Mandatory & Weighted criteria.

  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, or Insurance Policy.(or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender.
