Scope of work of this tender is to provide annual calibration and certification services of Weighbridges installed in Bapco Refinery and the BMP Bapco Modernization Program This scope of work will include a yearly calibration service visits and any additional calibration visits It is companys intention to award a 5 year service contract for provision of calibration and certification Services for the 8 Nos weighbridges installed in Refinery and BMP The contractor will have to provide a variety of weights up to 60 tons of M2 class cast iron weights always in their possession or arrange as and when instructed by Bapco and shall mobilize them to Bapco site when required

SCOPE OF WORK

Scope of work of this tender is to provide annual calibration and certification services of Weighbridges installed in Bapco Refinery and the BMP (Bapco Modernization Program). This scope of work will include a yearly calibration service visits and any additional calibration visits. It is company's intention to award a 5-year service contract for provision of calibration and certification Services for the 8 Nos. weighbridges installed in Refinery and BMP. The contractor will have to provide a variety of weights up to 60 tons of M2 class cast iron weights always in their possession or arrange as and when instructed by Bapco and shall mobilize them to Bapco site when required.

MANDATORY TECHNICAL QUALIFICATION CRITERIA:

EXPERIENCE

Bidder shall haveat least 5 years of experience in providing Maintenance and validationservices of Weighbridge systems.
Bidder should showevidence of possessing or arranging Ministry of Industry and CommerceBahrain (MOIC) certified weights to calibrate weighbridges of up to 60tons capacity.

MANPOWER

Bidder should haveemployed at least one Engineer having at least 5 years of experience inproviding maintenance and validation services, as well as hardware andsoftware issues for Weighbridge systems installed in Oil and Gas Industry.

SAFETY MANAGEMENT SYSTEM

Bidder shall have awell-established Safety Policy & Safety Management System which isfully auditable and a Safety Training plan in place within theirorganization.
Bidder should havein their full-time employment one (1) NEBOSH-General certificate inOccupational Health and Safety Level 3 qualified Safety Officer withprevious work experience in the Oil & Gas Industry or PetrochemicalIndustry.

QUALITY MANAGEMENT SYSTEM

Bidder SHOULD haveISO 9001 certification and ISO 17025 equivalent Quality Management System,as minimum.

SCOPE OF WORK – ARABIC

يتمثل نطاق عمل هذه المناقصة على تقديم خدمات المعايرة السنوية واعتماد جسور للأوزان المثبتة في مصفاة بابكو و BMP (برنامج تحديث بابكو). سيشمل نطاق العمل هذا زيارات خدمة معايرة سنوية وأي زيارات معايرة إضافية. تعتزم الشركة منح عقد خدمة مدته 5 سنوات لتوفير خدمات المعايرة والاعتماد للجسور الثمانية التي تم تركيبها في المصفاة و BMP. سيتعين على المقاول توفير مجموعة متنوعة من الأوزان تصل إلى 60 طنًا من أوزان الحديد الزهر فئة M2 دائمًا في حوزتهم أو ترتيبها حسب وعند تعليمات بابكو ويجب نقلها إلى موقع بابكو عند الحاجة.

MANDATORY TECHNICAL QUALIFICATION CRITERIA - ARABIC:

خبرة

أ) يجب أن يتمتع مقدم العطاء بخبرة لا تقل عن 5 سنوات في تقديم خدمات الصيانة والتحقق من أنظمة الميزان.

ب) يجب على مقدم العطاء تقديم دليل على امتلاك أو ترتيب أوزان معتمدة من وزارة الصناعة والتجارة البحرين (MOIC) لمعايرة جسور قبان تصل سعتها إلى 60 طنًا.

القوى العاملة

أ) يجب أن يكون مقدم العطاء قد وظف مهندسًا واحدًا على الأقل لديه خبرة لا تقل عن 5 سنوات في تقديم خدمات الصيانة والتحقق من الصحة ، بالإضافة إلى مشكلات الأجهزة والبرامج لأنظمة الوزن المثبتة في صناعة النفط والغاز.

نظام إدارة السلامة

أ) يجب أن يكون لدى مقدم العطاء سياسة سلامة راسخة ونظام إدارة السلامة يكون قابلاً للتدقيق بالكامل وخطة تدريب على السلامة في مكانه داخل مؤسسته.

ب) يجب أن يكون لدى مقدم العطاء في وظيفته بدوام كامل شهادة واحدة (1) من NEBOSH-General في الصحة المهنية والسلامة المستوى الثالت موظف سلامة مؤهل مع خبرة عمل سابقة في صناعة النفط والغاز أو صناعة البتروكيماويات.

نظام ادارة الجودة

أ) يجب أن يكون مقدم العطاء حاصل على شهادة ISO 9001 ونظام إدارة الجودة المكافئ ISO 17025 ، كحد أدنى.

How to Participate?

Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 19 September 2023
Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
In addition, these conditions have to be considered:
- Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
- Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
