Tender Description

Scope of work includes but not limited to provide skilled Supervisors and technicians to augment its in house staff to carry out many activities like planned T&Is of Plant & facilities, planned / unplanned shutdowns to carry out modification work, to cover company employees during their vacation etc. also Contractor may be requested to carry out one time jobs (small project nature jobs) and other /Miscellanies jobs.

MANDATORY CRITERIA

Compliance to Experience Requirements

-          Contractor Shall have at least 5 years of work experience on providing Low Voltage Maintenance

-          Contractor has proven Experience of Electrical Maintenance jobs in Oil & Gas Field. (To provide a list of projects executed for the past 3 years)

-          Contractor to clearly state and confirm his capability and willingness to provide all Services, including Other Services / One time jobs as per Exhibit A under item 2.0 / 2.1/3.2 /3.3

Quality Assurance and Quality Control

-          Contractor operates an effective documented quality management system based on the requirements of ISO 9001, or a COMPANY approved equivalent such as ASME or API.

-          Contractor has valid government authorisation certificate for intended service - CR to be submitted along with others approvals.

HSE Contractor Requirements

-          HSE Questionnaire completed with focus on IIR & Severity Rate information for the last 3 years and adequacy of bidder responses to the other questionnaire information requests as per Oil & Gas Industry Standards. Evidences/ justifications are required for each question.

-          Meets applicable HSE requirements, to submit a copy of their Company's HSE Plan including Skill / HSE Training Matrix, updated contractor organization chart and HSE Policy signed by contractor management.

-          SE Representative- Shall have in their full time employment as part of their overhead structure, a NEBOSH or equivalent qualified Safety Officer with five (5) years of previous work experience in the oil and gas or petrochemical industry. HSE Organization chart shall be submitted

-          HSE Accreditations- List accreditations OHSAS 18001, ISO 45001.


How to Participate?

  • Those who are capable and wish to participate in the above tender have to purchase the Tender Documents online through the Bahrain Tender Board’s portal https://etendering.tenderboard.gov.bh starting from Tuesday, 21 September 2021
  • Bidders are requested to enclose with their bids the Initial Bond for the amount specified above or at the rate of 1% of the tender value whichever amount is lesser, provided that no initial bonds value shall be less than BD 100/-. (Except for the Two-envelope tenders).
  • For Two-envelope tenders, bidders, are requested to enclose with their bids the Initial Bond for the amount specified above.
  • The initial bond should be in the form of a Certified Cheque, Bank Guarantee, Insurance Policy or Cash (or as specified in the Tender Documents) valid for the duration specified above.

  • This tender is subject to the provisions of the Tender Law issued by the Legislative Decree No. 36 of 2002, its amendments, and its Implementing Regulations issued by the Decree No. 37 of 2002.
  • In addition, these conditions have to be considered:
    • Enclose copy of a valid Commercial Registration Certificate (CR) in line with the tender's subject.
    • Enclose copy of a valid certificate of compliance with the employment percentages for Bahraini manpower (Bahranization Certificate) issued by the Ministry of Labour.
  • This advertisement is considered supplementary to the tender documents. In case of any discrepancy between the Advertisement and the Tender Document, the Tender Document prevails.
  • Small and Medium Enterprises are eligible to obtain 10% preference in the financial evaluation stage, when submitting the "SMEs Classification Certificate" during bidding for this tender. The certificate is awarded by Ministry of Industry Commerce and Tourism to the SMEs and can be obtained when applying on the SMEs Registration System which can be reached via the following link: https://www.moic.gov.bh/en/eServices/sme
