INVITATION TO BID FOR TENDER NO TEN/2025/0149 FOR BUILDING MAINTENANCE SERVICES
Dear Bidders,
Bapco Gas Company W.L.L intends to engage a contractor through a tendering process for Building Maintenance Services at all Company Facilities. The work comprises the provision of all required services, including but not limited to, management, supervision, manpower, equipment, tools, materials and all other requirements for Building Maintenance Services at all Company Facilities. The contractor shall perform general services and maintenance works across all Company facilities in accordance with the Company’s requirements. This includes minor civil, electrical, plumbing, and sanitary works; carpentry, aluminum, and painting touch-ups; installation and replacement tasks; cleaning services; and signboard works. The contractor is also expected to provide practical technical advice and support in sourcing materials, technical data, catalogues, brochures, standards, and samples from relevant ministries, manufacturers, suppliers, and other entities.
The work will be under the general direction and control of the Engineering and Technical Services Department and the intent is to award a Frame Agreement for this purpose valid for a period of three (3) years. Company intent to award a Contract to One Technically Qualified Tenderer based on the overall lowest price as per the evaluation criteria document.
Contractor shall comply with the below mandatory requirements in the evaluation criteria.
A Pre-bid meeting and Site visit shall be arranged for the tenderers. Tenderers who purchase the tender will be informed subsequently.

السادة مقدمي العطاءات المحترمين،
تعتزم شركة بابكو غاز ذ.م.م التعاقد مع مقاول من خلال عملية مناقصة لتقديم خدمات صيانة المباني في جميع منشآت الشركة. يشمل العمل توفير جميع الخدمات المطلوبة، بما في ذلك على سبيل المثال لا الحصر: الإدارة، والإشراف، والقوى العاملة، والمعدات، والأدوات، والمواد، وجميع المتطلبات الأخرى اللازمة لخدمات صيانة المباني في كافة منشآت الشركة.
سيقوم المقاول بتنفيذ خدمات عامة وأعمال صيانة في جميع منشآت الشركة وفقًا لمتطلبات الشركة، وتشمل هذه الأعمال: أعمال مدنية وكهربائية وسباكة وصحية بسيطة، وأعمال النجارة والألمنيوم والدهان، وأعمال التركيب والاستبدال، وخدمات التنظيف، وأعمال اللوحات الإرشادية. كما يُتوقع من المقاول تقديم المشورة الفنية العملية والدعم في توفير المواد والبيانات الفنية والكتيبات والمعايير والعينات من الوزارات المعنية والمصنعين والموردين والجهات الأخرى ذات الصلة.
سيكون العمل تحت الإشراف العام والسيطرة من قبل إدارة الهندسة والخدمات الفنية، وتهدف الشركة إلى منح اتفاقية إطارية لهذا الغرض لمدة ثلاث (3) سنوات. وتنوي الشركة منح العقد لمقدم العطاء المؤهل فنياً الذي يقدم أقل سعر إجمالي وفقًا لوثيقة معايير التقييم.
يجب على المقاول الالتزام بالمتطلبات الإلزامية الموضحة في معايير التقييم.

| | Financial Criteria - Submission of documents:
- A recent audited financial statement (for the year 2023 or 2024) demonstrating a turnover of at least twice the bid value, or
- A recent bank confirmation letter printed on official bank letterhead, duly authorized and stamped by the bank. | |
| | HSE Criteria - Submission of documents:
- The Bidder shall not have any prosecutions related to HSE violation in last 3 years. The bidder shall confirm in writing. - The Bidder shall submit a copy of their Company's HSE Plan including Health and Safety Policy signed by bidder’s management, sample OHS risk assessment and environmental aspect/impact related to onsite activities, HSE Procedures relevant to onsite activities, occupational health surveillance program, HSE training plan and implementation records. | |

وجود ما لا يقل عن مشرفين اثنين بالإضافة إلى أربعة أعضاء في الفريق (بإجمالي 6 موظفين).

المعايير المالية – تقديم المستندات:
بيان مالي مدقق حديث (لسنة 2023 أو 2024) يُظهر حجم أعمال لا يقل عن ضعف قيمة العطاء، أو
خطاب تأكيد بنكي حديث مطبوع على ورقة رسمية للبنك، ومصدق عليه ومختوم من قبل البنك.

معايير الصحة والسلامة والبيئة (HSE) – تقديم المستندات:
يجب ألا يكون لدى مقدم العطاء أي ملاحقات قانونية تتعلق بانتهاكات الصحة والسلامة والبيئة خلال السنوات الثلاث الماضية، ويجب عليه تأكيد ذلك كتابيًا.
يجب على مقدم العطاء تقديم نسخة من خطة الصحة والسلامة والبيئة الخاصة بالشركة، بما في ذلك سياسة الصحة والسلامة موقعة من إدارة الشركة، ونموذج تقييم مخاطر الصحة والسلامة المهنية، والجوانب والتأثيرات البيئية المتعلقة بالأنشطة في الموقع، وإجراءات الصحة والسلامة ذات الصلة، وبرنامج المراقبة الصحية المهنية، وخطة التدريب على الصحة والسلامة وسجلات التنفيذ.
