BIDDER QUALIFICATION AND BID EVALUATION CRITERIA
Bidders, interested in tendering for the Provision of various services for Bapco Local Marketing/ Marketing Terminal, should in the first instance read the strict mandatory criteria below and if they consider they qualify then please continue and complete the Bapco tender package and refer to list of items that will also be required to be submitted at time of tender submission.
1.0 Mandatory Criteria:
The bidders MUST fulfil the following mandatory criteria and shall submit documentary evidence in support of meeting the criteria below along with the bid without fail. No grace period shall be granted for submission of missing documents related to bidder’s qualification.
1.1 Must have a valid Commercial Registration Certificate (CR) specifying the trade and the type of activities for which the tender is being submitted. A copy of the valid CR will be submitted along with the bid.
1.2 Must have a valid Bahrainisation Certificate issued by the Ministry of Labour corresponding to the Commercial Registration Number as per the CR, and a copy of the same shall be submitted with the bid.
1.3 Bidder shall submit “Audited Financial Report” of bidding entry for the past two (2) financial years and Bapco shall access the soundness of the bidder in accordance with the attached Financial Evaluation Matrix (4 pages PDF document). Any bidder who is found to be financially not sound shall not be considered for further evaluation of this tender nor for award of contract. If the lowest bidder meets all mandatory criteria, then the bidders who quoted for higher price will be subjected to Financial Assessment.
1.4 Any bidder classified as “Small” or “Medium” enterprise shall submit a copy of the certificate issued by the Ministry of Industry & Commerce (MOIC) as an evidence of such status of the bidding entity.
1.5 Bidder must comply with the minimum safety standards of BAPCO as defined in Contractor Guide to Safety, November 2017 edition including Addendum No. 1 dated April, 2020. Bidder should have a qualified and trained Safety Officer. A copy of the Bidder’s EHS Policy, Safety Manual shall be submitted with the bid. Bapco, at its entire discretion, may physically verify and ascertain the bidder’s compliance by conducting an audit visit to the bidder’s premises.
1.6 Bidder must have a minimum of five (5) years’ experience in suppling manpower. Bidder must provide a list of references of supply contracts carried out during the last 5 years.
2. Ranking:
2.1 Price wise the lowest bidder among only those bidders who fulfil all the above Mandatory Criteria will be selected as the successful bidder.
