Tender Description
To establish a term contract with a supplier for the implementation of Advanced Process Control (APC), Real-Time Optimization (RTO), and Artificial Intelligence (AI)-based applications as well as provision of engineering support services for process control and technical training courses. Call-offs for projects or services shall be issued based on lumpsum, fixed-price, or manhours. A number of call-offs for lumpsum projects with defined scope are included. The call-offs for the defined projects include detailed technical specifications and objectives for the implementation. In addition to project execution, the contract includes provisions for flexible support services related to regulatory control and APC systems, as well as structured training sessions to enhance internal capabilities in APC, RTO, and process control.

| 1 | MANDATORY PASS/FAILCRITERIA |
| The Bidder or Bidder's agent must provide the following details with documentary evidence. Only bids meeting all Mandatory Criteria will proceed to technical and commercial evaluation. |
| 1.1 | The BIDDER shall demonstrate previous implementations of APC applications on the following refineryoperations units in the past 15 years: |
| • Crude Distillation Units (both atmospheric and vacuum), |
| • Hydrocracking Units |
| • Hydrotreating Units |
| • Unifiner and Platformer |
| • Saturated Gas Plant (SGP) |
| The BIDDER shall have completed at least two (2) APC implementation projects foreach of the above-listed refinery units in the past 15 years. Submit the details of specific and relevant experience in Petroleum/ Petrochemical industry as mentioned above, consisting of details of value, duration, location etc., client details, and credentials from the clients if available in the format APPENDIX C as mentioned in the tender. |

| 1.2 | The BIDDER shall demonstrate at least one (1) RTO applications on a refinery or petrochemical sites in thepast 10 years on any of the following applications: |
| • AspenTech GDOT |
| • AVEVA APO |
| • Honeywell Plant-Wide Optimizer |
| Submit the details of specific and relevant experience in Petroleum/ Petrochemical industry as mentioned above, consisting of value, duration, location etc., client details, and credentials from the clients if available in the format APPENDIX E as mentioned in the tender. |
| 1.3 | The BIDDER shall provide a proposal for the development of APC applications based on APC platforms provided by Bapco Refining namely AspenTech or Honeywell APC platforms. These are the only APC platforms deployed and currently operating at Bapco Refining. As such, the BIDDER shall develop the APC applications on these existing platforms. |
| 1.4 | The Bidder shall confirm compliance with all Bapco Refining cybersecurity policies and requirements in accordance with the OT Cybersecurity Policy attached. |
